October registered the fourth consecu tive monthly decline in house prices - down -0.9%. The extent of house price falls increased over October with prices down across 56% of the country, tliis compared to 34% in September and 30% in August. Rising supply and faltering demand off the back of concerns over the economy and cuts in Government spending have led to deteriorating market conditions. Demand for housing dropped by -2.0% in October - the fourth monthly fall in. a row.

Despite the weakening outlook, the supply of homes coming to the market • continues to grow. October .saw supply grow by 1.9%. -.
Over.the past six months the supply of homes for sale has grown by 14% while demand has fallen by 8%. Across the country the North West saw the greatest extent of price falls (71% of postcodes registered falls) followed by the West Midlands (66%). Weakening market conditions have re sulted in the average time on the market rising to 9.6 weeks - the highest level since May 2009.

The East Midlands and Wales now have an average time on the market of over 3
months. The proportion of the asking price being
achieved has dropped to 92.7% the low est level since September 2009.
Landlords are forced to make homes more green
LANDLORDS will be forced to install insulation under new legislation to make every home in Britain as energy efficient as possible.... Chris Huhne, the Energy and Climate Change Secretary, will set but radical plans to upgrade all 26 million homes in the country over the next decade. Under the‘New Green Deal’, house-. holds will be able to take out ‘pay-as- you-save loans’ from the local council, supermarket or chain store like B&Q. iThe loans of up to £10,000 will pay for-. , double glazing, solar panels or other energy efficiency measures and will be paid pack over time through savings on - fuel bills. ■ ■ ■

However there is little incentive for ’ private landlords to take advantage of - . the scheme because they are not paying
thebills. As a consequence many privately rented homes are badly insulated. At the mo ment about 670,000 homes, more than a fifth of the total 3.2 million in the private rented sector, are rated G or F, - meaning they have some of the worst efficiency ratings in the country.

To force landlords to act the new legis lation will “create powers allowing any tenant asking for reasonable energy ef ficiency improvements to receive them from 2015 onwards”. It will also allow local authorities to • : : insist that landlords improve the worst performing homes by installing insula tion. “ Anything that uses less energy and . improves running costs for tenants is to be welcomed but the danger is that •
unnecessary costs of installations can be passed onto tenants and end up costing them more,” said a spokesman. ■ “It should also be remembered that there are many properties where it is - next to impossible to improve energy efficiency without running foul of con- - servation regulations.” .

The Department for Energy and Cli mate Change pointed out that landlords will only be forced to carry out ‘reason-: able measures’ and the powers are under review.
