There was a long discussion

. over re-submitted plans for a housing develop ment on the 'Victoria Mill site off Watt Street and Whalley Road. Con servation area consent was being applied for to demolish Victoria Mill, but retain the chimney. A second application is to build 46 new homes on the site including 20 affordable ones, which would be four bunga lows and 16 houses, open

■ up Sabden brook and make a new access road onto Watt Street. If ap proved the scheme would be completed in three phases, starting at Watt Street where the caravan parking used to be, and the final phase would be the houses on the Whal ley Road end. There are now no plans to have an industrial unit on the site as the Marbill company will be moving to new premises in Simonstone. Parish councillors asked the clerk to write and reinforce their original concerns that the village infrastructure cannot cope with any more hous es as utilities such as the telephone lines are full to capacity. They are happy that the new plans have fewer homes but they are still very concerned that ■ Sabden is being spoiled

■ by all the development and the effect on traf fic and parking is going to be horrendous. They welcomed the retention of the chimney, however, but want an assurance
