A "WOMAN who carried out a fraud on people who had shown her kindness had acted in a very dishonest and devious manner, a judge said. Charlotte Dibb, pictured, was

give a 51-week prison sentence, but suspended for two years, when she appeared at Preston Crown Court on Tuesday. The court heard that she stole from a woman who took pity on her and provided her with accommodation, by persuading her to invest money in phone com pany shares. The victim was pro vided with share certificates which ■ were not all that they seemed. In addition, she also landed in

trouble for using her stepfather’s . details in order to obtain a £9,500 •loan. ., . ■

■ /■ / Dibb (27), of Brook Street,

Clitheroe, carried out the offences • before she received a suspended prison sentence last year for other similar deception offences. She appeared a t the crown court for sentencing for one offence,pf ; obtaining amoney transfer by, ■ deception and.three.offences o f . . theft.

' ~ The first of the four offences

related to a £9,500 Egg personal • loan, which Dibb obtained using: ; the details, of her stepfather, ;; Anthony McGiven. The money ■ was transferred into her account in

May, 2006. Miss Mercedeh Jabbari (prose

cuting) said some repayments were ■ made on the loan; which the step-; father was unaware of.- He subse- quently contacted police after. being refused a mortgage due,to a;./ “bad credit rating”.

Service. She is deeply ashamed of her behaviour. “The woman in the dock today

is a very different woman to the one who got herself in such terrible trouble and acted in a way which she now views as if she was a dif ferent person.” ■ The defendant, who now has a

baby, was given the 51-week.sus- pended sentence, plus a two year supervision order. - The judge. Recorder John Bromley-Davenport QC, said she

Man (49) dressed in women s clothing had a

handle

POLICE investigating com plaints of a man dressed in women’s clothing being sexual- ■ ly suggestive to children on a school bus observed a 49-year- old motorist wearing a purple leotard, blonde wig and high

heeled boots. Blackburn magistrates heard

that Lawrence Balshaw reversed at high speed when his car was approached by a police officer, causing sc*hool run traffic to swerve into hedges to avoid collisions. When Balshaw was eventually

stopped he was wearing just a pur ple leotard and.combat trousers. The wig, glasses and boots were recovered from a nearby bin.

Balshaw, of Lyndale Close, Wilp-

shire, pleaded guilty to dangerous driving and possessing an offensive weapon - a pickaxe handle - in the car park of Eaves Hall Country House Hotel, in West Bradford. . He was remanded on bail for the p rep a ra tio n of a pre-sentence

. report with conditions th a t he does not go within 50 metres of any edu cational establishment or play ground or have unsupervised con tact with anyone under 18 years of age.

• Miss Catherine Allan (prosecut

ing) said p o lic e .h ad received reports of a man wearing women’s clothing and driving a blue Peu geot winking and making sexual gestures towards children travel

ling to Bowland High School, in Grindleton. . On July 21st at 8-45 a.m. a police •

officer driving an unmarked police vehicle saw the car pull up outside' the school as the children were get ting off a bus. Balshaw was wearing a blonde

wig and sunglasses. As the officer, approached Balshaw reversed down Sawley Road a t speed. “Oncoming traffic had to turn

into hedges to avoid collisions and ‘ the car then reversed around a blind bend towards Grindleton,” said Miss Allan. As the officer gave chase Bal

shaw drove through Grindleton at speed and as he entered West Brad ford a “watch your speed” sign

showed he was doing 45 m.p.h. in a, 30 m.p.h. limit. This was at a time when children were going to school and the lanes were busy,” said Miss Allan. Balshaw was eventually found

on the hotel car park in Eaves Hall Lane wearing a purple leotard, combat trousers and nothing else. He told police the pickaxe handle

was to protect himself in case he was accosted because of his appearance. “The blonde wig and female

clothing were found in a bin on the car park,” said Miss Allan. When interidewed Balshaw said

he had been following the school bus wearing female clothing to get attention.

. A doctor had previously told him his behaviour was a form of escapism.

■ Miss Allan said Balshaw’s behav

iour towards the children was still under investigation. Mr Andrew Church-Taylor

(defending) said Balshaw had no previous convictions. “ I t is ev id en t there are deep

underlying problems here,” said Mr Church-Taylor. “The dressing in women’s cloth

ing is an attempt at escapism. He says it is a person other than him-

■ self who wanted attention. “There was nothing sexual in it,

it was just that schoolchildren were more likely to pay atten tio n to him.”

• A 78-YEAR-OLD man who was involved in a serious car crash at the junction of Pimlico Road and Pimlico Link Road in Clitheroe is in a stable condition in hospital. ■ Mr Joseph Simpson had to be airlifted to the Royal Black:

burn Hospital after the Nissan Micra he was driving was in collision with a Land Rover Discovery just after 12-30 p.m. on Saturday, July 19th. Anyone with information about the accident should con tact Blackburn police on 01254 51212.
