Why The Sabden Turbine Isn’t Turning

Many people have asked this question TIic Miswcr is siinplc-.RVBC have imposed a condition on the planning permission that the turbine must be automatically shut down in the circumstances of sltadow flicker on a neighbouring property

What Is Shaddow Flicker? Shaddow Flicker occurs when Uic angle of the sun and the wind arc in such an angle that the sunlight shines through the blades of a turbine creating a strobe ligiiting eflon. Tlie cflcct will last for between 15 and 20 minutes and because of the combination of factors which must occur it is the calculation of our expert that this is only likely to occur betiyccn 12 and 20 times per year as effecting the neighbouring property, at tltc Sabden Turbine - ^

Service The parish council had received compli ments about the new War Memorial and its dedication service. Following a number of inquiries about the guardrail at Sabden Primary School the parish ■council has been advised this is the responsibility of the school and no longer that of LCC High ways. PC Sherratt and Sabden Prima ry School have been advised. Considera tion was given to the way forward with grass cutting/weed spraying . on the Holme Play area. The RVBC weed spray around the play equipment annually but this causes erosion around the safety surfacing and equip ment which requires turfing. RVBC could strim around the equipment but this would increase the grass cutting costs. The length s- man could carry out

Parking Consideration- was given to complaints' received about park ing on Stubbins Lane. A number of cars are parking on both sides of the road on a regular basis narromng the passage between them. On at least one occasion the ambulance has been

A complaint has been received about fly tipping on the path owned by Sabden Baptist Church to the rear of Clitheroe Road.

It was resolved that as the council is unable to take action it can only support the Baptist

Church. Considera tion was given to planting “Sabden” in flowers on the grass adjacent to Whalley Road. Members felt it was a very good idea but original costings could not be adhered to and the project would be very expensive to carry out and have high maintenance costs. As the costs would be on an annual basis the council decided it could not justify the spending.

Playground Conn. Shorter had nothing to report from- his regular inspection. The Play Park Trust has a small amount of money for further improvements and will place a suitable surface beneath the basketball hoop. RVBC will be asked to provide an extra li tte r bin.
