tially fatal collision, while sev­ eral motorists found them­ selves unknowingly trapped on the race route, some terrified as countless police motorcyclists and civilian outriders sped past flashing lights and shouting instructions.

added: “One of the things we will be discussing is the use of more extensive road closures as seen in the Tour de France, if not for the whole stage, for the last five miles of the race. “We will also consider the


merits of a single police escort for the entire race as opposed to a different team a t every stage. “But what is certain is that
