A GOVERNMENT Inspec- ' tor has dismissed an appeal

against a decision. by Ribble. Valley Borough Council not to allow a residential devel opment off St Paul’s Close in

Clitheroe. The application for outline-

planning pennissicn was refused by the borough council on July 11th and the applicant subse quently appealed to the Secre tary of State for decision. A report from the Inspector

stated that the “proposed devel opment would have a detrimental impact on the supply of housing land in the borough and would be contrary to regional and emerging local policy”.

, The Inspector also found that

the appeal site was not brownfield land and that the plans were therefore contrary to the emerg ing Replacement Structure Plan, which places emphasis on urban regeneration with priority being given to the development of brownfield land.

. ■ 'Fhe Inspector concluded:

“Pending the approval of the emerging Replacement Structure Plan and the revision of the rele vant sections of the Local Plan, I consider that to permit the devel- . opment of land such as the appeal site would create a precedent, which would make it very difficult for the council to resist similar applications elsewhere, the cumu lative effect of which could have serious ramifications for the hous ing land supply and the housing strategy for the area.” 'Phe decision was due to be

noted by members of Lancashire County Council’s development control committee last night. Lancashire County Council

was consulted on the strategic implications of the application and commented that the bor ough’s housing requirement had already been significantly exceed

ed. It stated that the plans were

not required to meet the general housing provision and would “exacerbate the current situation of housing over-provision in the

district”.

dle, Chipping fells. Flashy Pell, Wainman’s Pinnacle and Blacko Tower. Continuing on the Pennine Way, lunch was taken at a shel tered area overlooking Lothers- dale. Entering the village near the

public house, the ramblers walked along the street on to Lothersdale Lane and Winter Gap Lane. Field paths were followed

through Bent Laithe to reach the Carlton to Colne road again. Crossing the road to Stanridge Clough Lane, an afternoon break was taken at the-ruined Higher Verjuice Bank House. The lane was followed back to

Earby and it started to rain just as the outskirts of the town were reached. Tomorrow evening, mem bers have booked a ghost walk in Clitheroe and will meet at the Castle Gates at 7-30 p.m. The next walk is on Saturday, to

"GlIib'sTirst :! meetiiig of new year

THE first meeting of the Ribblesdale Camera Club in the New Year was a viewing of the current Lancashire and Cheshire Photographic Union’s documentary prints folio. The prints were generally of high

quality and well mounted, some with exceptional presentation. The local club was represented

with three prints by Mr Derek Williams, a still life of fruit scoring 11 out of 15, and pictures of a Lessor- Spotted Woodpecker and a robin, both scoring 12. Most pictures seemed to be fairly

static, but extraordinary action shots of a herring gull in flight, a ball hit ting the wicket in a cricket match, and a motocross’rider leaping high into the air stick in the memory. After the folio, a special general

meeting was held to formalise the club rules into a constitution and to revise them in a minor way in order to make them suitable for grant applications. The club is well equipped for con

ventional photography and digital manipulation and printing, but the committee is determined to offer a full range of equipment for the use of members and visiting lecturers. 'Phe club is sponsored by Dugdales

Farm Feeds, and a pleasant project every year is for the members to get out into the countryside and photo graph farming scenes, which the com pany considers for use in its annual calender. Again a very successful cal ender has been produced. On Tuesday, the highly successful

photographer Mr Ian Aldcroft ARPS, of Bolton, will be talking about his approach to portraiture.
