The council's claim: for
costs for wasted time, effort and public expense has been upheld by the Planning Inspectorate. The council accepted that some of the refusal reasoning
could.be solved by negotiation', but maintained that the main issue was clearly contrary to the latest guidance. It was so fundamental that it could only be dealt with by a new application - which has since happened. The Planning Inspec
torate dismissed the devel oper's costs claim. It is not yet known how much the sum will be or
whether.it will ever be publicly revealed.
