Council tax on second homes waste of time?


A. WINDFALL of a quar­


ter of a m illion pounds could come Ribble Valley Borough Council's way if the Government changes the rules on council tax levied on second homes and empty properties. The idea is currently at


the "send us'your views" stage - and locally it is felt that collecting the money could be a problem! There are 23,357 homes


in the Ribble Valley and, at the end of last year, 980 had either no one living in them, or residents whose main home was elsewhere. No one actually knows


how many of the properties are genuine second homes or how many are holiday lets. Others are merely empty, whether for sale or not. At the end of last year,


624 of the furnished proper­ ties from the total 980 were

allowed a 50 % council tax discount because they were not a main residence, for whatever reason. If they had paid the full


whack, the council would have netted a further £240,000. Some authorities', those


covering the Lake District being an obvious example, will have a bigger propor­ tion than this of their area's homes getting the discount. They have more to gain if the Government changes the rules. For Ribble Valley, the


extra time and effort need­ ed to collect the money and deal with the inevitable problems would have to be balanced against the result. A council report says that


there would certainly be some "staffing implica­ tions." The Government is also


asking whether councils would want the extra money available for any use at all or whether they feel it should be spent on some­ thing especially appropri­ ate. Affordable housing or rural bus services are two ideas and this and other fea­ tures of the Government suggestion paper are being discussed by councillors prior to a reply being sent back. • Compulsory purchase


is another property area being looked at by the Gov­ ernment. A speedier proc­ ess, fairer to owners, is being suggested.
