ough C o u n c i l and L a n cashire County Council are preparing their plans for the next 15 years or so. T h e bo rou gh team has
issued a " to p ic paper" for anyone interested to read and comment on. I t reflects the fac t th a t there is now more control from the Gov ernment than ever before, excep t pe rh ap s sin ce the end of the last war when a licen ce was needed to do
anything. Quite recently i t seemed th a t housing development
of an y so r t in the R ib b le V a lle y would be banned - but not any more.
