cynical about bid for award

» i

STAFF of Ribble Valley Borough Council are "cycnical" about efforts to achieve the Investors in People award, says an official. Last night's meeting view it merely as a 'trophy*

of the Personnel Com mittee was due to con sider a report from Personnel and Admin istration Manager Mr Eric Lucas about the

award. ELTEC runs a continu

al campaign to persuade employers to achieve it and numerous local companies

have. But the council's bid was

deferred over two years ago when a list of procedures needing improvement was made following assess

ment. Mr Lucas' report says

th a t a performance

appraisal scheme for all staff, and new procedures concerning training, have been introduced. The port folio of evidence has been completely revised and updated and ELTEC believes the award can now be achieved. It has suggest ed th a t the asessment is

repeated. But Mr Lucas says that

he has concerns regarding staff perceptions of the award and the benefits it brings to them as individu als. "In general, staff appear somewhat cynical towards the initiative and

for the organisation, rather than being of any value to them personally," says his

report. Mr Lucas points out

th a t once the award has been achieved, continuous improvements have to be made for re-assessments every three years. Neigh bouring authorities with the award had found this an onerous task and a heavy administrative bur

den. The workload of the per

sonnel team for the next year is likely to be domi nated by the move to give white and blue collar employees the same status and Mr Lucas is concerned about whether the neces sary time could be devoted

to the award. "To re-submit and fail

again would be a disaster and we would jeopardise even further the credibility of the initiative within the authority," writes Mr Lucas. He says that the cost of

taking the test would be at least £1,200 plus VAT and asked last night's meeting to consider whether it should proceed with the award.

Licensees need to check they are not breaking the law

LICENSEES throughout Lancashire are being urged to check they are not breaking the law

after a recent change in legislation. Certain premises th a t Instead, they must entire- U ~ . I r T__

after hours, as long as food and entertainment are pro vided. However, they were

seen as an "add-on" to nor mal licensing hours. But

since a case at Stafford last year, "special hours" cannot

ly replace the hours on the day covered by the certifi

cate. The implication of such

a change is that drinking must be "ancillary" to the provision of food and entertainment throughout the day when premises are trading with a Special Hours Certificate. This could lead to wholesale changes in the way some

premises are run. Lancashire Constabu

lary believes most licensees

will comply with the new restrictions voluntarily even though they may have to make some changes to their organisations.
