FOLLOWING a controversial decision aimed at making the Ribble Valley Council more effi cient, the October cycle of committee meetings has been cancelled.
'flic move to cancel all
but a planning meeting during th e cu r ren t six- week cycle stems from a P o l icy and R e s o u r c e s Committee resolution to
cut a cy c le b e fo re and after Christmas and give
more delegated powers to chairmen and officers. Approved by the full
council, the resolution was f i e r c e l y o p p o s e d by Liberal Democrats, who claimed the change would only increase the power of the controlling Conserva tive group at the expense of democracy. Cou n. F r a n k Dyson
(C l ith e ro e ) , who sp e a r h e ad ed th e c am p a ig n against the resolution, rei terated his opposition this week. “ I t is now le f t to the
chairmen of committees and chief officers to make all the decisions,” he said. “As fa r as th e g en e ra l body of councillors is con ce rn ed , we don’t know what’s going on. We’re left in limbo, together with our constituents.” Coun. Dyson added that

October was particularly important traditionally as the beginning of the bud get-making process. “I t is crucial in the sense
that it is the start of the budget season, which cul
minates in early spring,” he s a id . “ I f th e y cu t a n o th e r one ou t a f t e r Christmas, it will be even
more critical. I t will be rather chaotic.” Council le ad e r Coun.
Bill Fleming (Billington), who emphasised that the move was the re su l t of n a t io n a l p r e s s u r e to in c re a s e e f f ic ien cy and reduce c o s ts , said th a t committee chairmen and officers chose the October cycle because the month was n o rm a l ly q u ie t in terms of council business T he cy c le , he added,
would have cost the coun cil £135,000. “I t ’s only a trial. We’re
g iv in g i t a t r y now because this is usually ; q u ie te r time. What the council is looking for is to get the balance between efficiency and democracy
right.” He added that commit
tee chairmen and officers would only make decisions during the cancelled cycle about emergency items. Coun. Fleming said that
after Christmas no cycles would, in fa c t , be can celled. Instead, an extra se t of meetings normally held to examine the bud get would be merged with r e g u l a r ly s c h e d u le d meetings.
d 1 in g th e s a l e , Mr Richard l ’a l l is te r , said the offer was a firs t for M o r t im e r , Go r se and Ross, which has taken other steps to help get th e m a r k e t m o v in g , with new programmes such as a part exchange scheme and home video
sendee. Mr B a l l is te r is p ic

Unsettled weather in
September SE P T EM B E R was unset tled, with cool autumnal weather until the last few days of the month, when warmer humid air lifted the temperatures, particu
larly on the 28th, with a ending of 70 deg. F. The north east of Lanca-1
shire escaped the thunder storms which hit the south east, although many days had sh ow e r s and dull weather, with 3.03 inches ] of rain being the total for the month.
