Scrape brings fines

A MAN who panicked and left the scene after his car scraped another, was traced by the owner of the vehicle, Clitheroe magistrates were told. The court heard that

Howard Martin Linford (18), of Seedall Avenue, Clitheroe, had visited a man for some hints on car maintenance. However, • while leaving he scratched the car. The aggrieved, suspect

ing Linford, later went to his house and saw that

the defendant’s car was damaged. For failing to stop after

an accident, Linford was fined £50. He was fined £20 for failing to report the matter, £10 for not having a driving licence, £75 for using the vehicle without insurance, £10 for no test certificate and £25 for no excise licence. Mr John Lumley, de

that while waiting to make a court appearance, Berner was stopped in West Bradford Road, Waddington, in August, for speeding at 70 m.p.h. Tests showed 58 mic

No action on flooding problem

NO action is to be taken by the Ribble Valley Council to resolve a pri vate flooding problem in Pendle Street East, Sabden. Planning and Technical Officer Mr Philip Bailey

told the Public Works and Health Committee that solving the problem could cost £1,300. The council had only a

discretionary responsibili ty and involvement could create a precedent. He explained that a

connection would be necessary between an ex isting culvert and the pri vate surface water sewer at the rear of the proper ty in question. Mention had been made

of involving the Ombuds man, but Mr Bailey pointed out that it was not mandatory to go to him to resolve what was a private flooding problem.

Two petitions bearing

125 signatures from Wad dington residents oppos

ing the plans were sent to the Borough Council’s De velopment Sub-commit

tee. Ten individual letters

were also received, the main points of objection

being that the new build ings would overlook nearby cottages resulting in a loss of privacy and view. Also trees would be chopped down and the historic character of the almshouses would be af

fected The Council for the

Protection of Rural Eng land objected, saying that the new buildings would block much of the site

, from the road and cause unacceptable harm to its character.

Planning permission

was refused by the com mittee, which felt that the proposal constituted un- neighbourly development and would be detrimental to the amenity and priva cy of the adjoining resi dents.
