Households face average rise in rates of £9


THE average annual rate bill in the Ribble Valley could rise by £9 — simply as a result of a change in the Gov e rnment ’ s system of allocating grants to local coun­ cils. The Ribble Valley


Council has been told by Environment Secretary Mr Michael Heseltine that the first assessment of its grant for 1981-82-is £1,185,000.


The smaller grant


would have the equivalent effect of a 4.9p rise on the borough council’s present rate of 11.25p in the £ and has confirmed Chief Ex­ ecutive Mr Michael Jack­ son’s worst fears. “Ribble Valley seems to have done very badly out


of the switch in systems,” he said. With a l.lp jump in the


county council levy of 95p in the £, the total added burden could be 6p in the £ on top of this year’s total rate of 106.25p. But it will be some


weeks before a final figure is known, as coun­ cillors will have to con­ sider the effects of infla­ tion and other commit­ ments. The £9 rise has been


calculated by Mr Jackson using the annual average domestic rateable value of £150 in the Ribble Valley. He predicts that coun­


cillors'will now have to draw up their estimates very carefully in the light of the Government’s deci­ sion, but feels that much of the responsibility for making savings lies with


the county council. “ The county council


takes nine-tenths of the rates1 collected in the Ribble Valley and it is only fair that it • should make the same proportion of savings.” Mr Jackson disclosed


that the council’s chief of­ ficers had expected the grant to be cut.'This was because it had been calcu­ lated in Whitehall on the basis of Civil Service as­ sessment of the needs of the Ribble Valley rather than the figures of elected councillors. In addition, the new


block grant does not in any way affect the nation­ al total amount of money allocated by the Govern­ ment to support local gov­ ernment as a' whole — instead it drastically alters''the shares of indi­


vidual councils.


. In. the whole of Lanca­ shire, Blackburn and Blackpool are the only districts expected to be better off under the new grant system.


Mr Jackson is far from


impressed by the overall effect of the new system and believes the upheaval it will cause, in a time of such financial difficulty,


■ has in no way justified the results.


“Claims that the new


system would be fairer and easier to understand have not been supported by the results. The Gov­ ernment would have made a far better job of it if the switch in systems had been deferred, for 12 months, for a more mea­

Break-in
