Difficult for the elderly
ALTHOUGH members of the Ribble Valley Council may not care to be re minded, they include a sprinkling of senior citi
zens. All the more surprising,
therefore, that the council has built a £lm office block having steps to the main public entrance. Steps are a hindrance
to those no longer agile and some way could surely have been devised

Barry’s big
leap
THE sky’s the limit for the Clitheroe teenager Barry Townson when he sets ‘out to raise money for local participants in the Duke of Edinburgh
gold award scheme. For Barry (18), of
Peel Park Close, will be pulling the rip-cord and falling to earth from the clouds on a sponsored parachute jump in order to collect the cash from friends and workmates. His adventure starts
in a fortnight when he travels to a Nottingham airfield for a two-day course of intensive train- ing prior to his jump. Barry, an engineering
apprentice with Rolls Royce, Barnoldswick,
obtained the idea from a workmate, but admits the “ butterflies” are
building up as the take off date nears. “ I suppose I will be
quite nervous, but there is no turning back now,” he said. Barry, a former pupil-
of Ribblesdale School,- hopes the money he raises will help some of his old friends land Duke of Edinburgh awards. “A lot of the pupils at
the school go in for the scheme and with luck they will be able to use the money to buy equip ment for the various projects involved," he
said. I f Barry enjoys his pa
rachute leap, he may go for a repeat perform ance, especially with the t r a in in g know-how
under his belt.

..ncashire County Coun cil.—on top of his own undisclosed legal costs — after losing actions in both the High Court and
the Court of Appeal. He claimed that a short
private path beside the River Calder at Whalley bridge was really a public footpath. He sought an order in the High Court claiming the county coun cil had not done its duty to protect the public’s
right of way. Mr Guyer lost the case
and was' ordered to pay costs. The council’s High ways and Transportation Committee agreed it would seek only out-of- pocket expenses, which amounted to £217. Undeterred, Mr Guyer
turned to the Court of Appeal — and was again unsuccessful. An order for costs was again granted to the council by the court . . . and the highways committee again agreed it would seek only out-of- pocket expenses, namely
i’-lCG. Members could have
asked for a much larger sum representing the council’s true costs, in cluding staff time and ad ministrative expenses. However, they took into account what had been said on Mr Guver’s behalf in the Appeal Court. At the hearing it was
submitted he had acted in a public spirited manner. He had not taken court

action for private gain but . for what he consi dered to be an important
part of Whalley’ life. I t was said that Mr
Guyer was a person of fairly modest means who had been using part of his life savings to finance the
appeal. It was stated, too, that
local authorities every where would benefit from the guidance given by the court as to the extent to which they must protect rights of way. Previously there had
been little' guidance by way of court decisions on questions of this nature, because not many people were prepared to spend their money in this way.
Mr Guyer declined to comment on the case and
the county council’s action on costs.
Moving day for council
RIBBLE Valley Council staff will say goodbye to th e ir old offices to
morrow. On Monday, instead of
being scattered at pre- pi i s e s t h r o u it h o u t Clitheroe, they will all be together under the same roof . . . at the new £lm council offices. The doors will be open
for normal business at 2- p.m. on Monday-. A coun- icil officer stressed that this did riot mean public tours of the building would be conducted throughout the afternoon. Viewing times would probably be announced
later. The official opening:

Escaped after slashing tyres
THREE men who es caped in a Ford Escort after slashing tyres on
- two cars and a. mini-bus are being sought b y ( Clitheroe police. The men — all’thought
to be Asians — caused £320 worth of damage to the vehicles which were parked in Holden Street. Thev are owned; by Mr Zulfiqur Hussain. The attack took place just b e fo re m idn igh t on
Sunday. One of the men has '
been described, as fat, wearing a dark' overcoat, and a‘ trilby .'Another was
said to be thin and wear ing a dark, velvet jacket.
