Delay on wards ‘good news’
ONE of the best pieces of news the Ribble Valley could have had in the New Year’s edition of your paper was the delay by the Boundary Commission of the new ward system.
Draw this money out
of the bank
MAY I through your letters column express disgust at the way in which Clitheroe’s Ex- Service Personnel Welfare Fund is being administered.
arid Times last October, Mr Ted Parker, ex-RAF, of Clitheroe, said he was deeply concerned about the apparent ease with which some people', of the town were getting grant§ and so forth from the fund; people who were never in
the.Forces and-w-ho are also receiving .money from Social Security and- other sources. Also, which is quite wrong, some are people who will not work and do not intend to work if they can keep getting money like this.
In a letter to the Advertiser
applied to the trustees- and received this reply. "The trus tees of the charity have consi dered your application for assistance. Due to the' small amount of money available each year for distribution it is not possible to assist all those who apply and I regret to inform you that your applica tion has had to be refused.”
As an Ex-Serviceman I
fund and the trustees are sup: posed to pay out every year only the interest on this money. Why? The money was collected by a chosen few from the Low Moor district just for the homecoming of the Ex- Servicemen who gave and wasted years- of their lives while some of these so-called scroungers sat at home.
There is over £2,000 in this
out of the bank or wherever it is and got rid of? This would save a lot of trouble, after all only one lot of people are enti tled to it and that is the Ex- Servicemen.
Why isn’t this money drawn

Street Nelson, is a sergeant in the police force at Burnley, specialising in -fingerprint work. A recent show of. his paintings at Whalley library was a big success.
THERE are many Ribble Valley scenes among the paintings currently exhi bited at Colne library by artis t-policeman James Kayley. The exhibition, which lasts until the end of the month, includes paintings from sketches made while he was serving in the Royal Navy during the Korean War. The exhibition will be staged at Nelson library in February. Mr Kayley, of Holden
through, it will be years before they are revised again. But as we all live in one Borough, one community, is there any good reason why Clitheroe electors should have the opportunity of voting for two or three councillors at a time and the rural population only one?
IF the suggested wards go
munity is scattered and sparsely populated, but it must surely not be beyond the wit of officers, councillors or the Boundary Commission to produce a plan based on the benefit of the whole Ribble Valley and not selective parts of it, so that wards of roughly equal size can each return three councillors. And dare I then suggest that it might be in our interest to have district elections each year, instead of a complete election every three years?
Much of our rural com

Politics are in-a very vol
change in the political control of our Council in the realisable future, we need a structure 1 which, if change ever does come, is g ra d u a l and deserved. The only way in which local democracy really works is when all shades of opinion can be tested through the ballot box. The Bowland r a te p a y e r s ’ movement appears to be a spent force, but without the acid test of votes it is difficult to say how much real backing they had. Only a regular system of elec tions would have allowed for this.
Ju s t in case those in
Clitheroe howl too much against the idea of abandoning their native borough bound aries, let them consider this: within two years we may have elections to the European Par liament. Our constituency for that may run from here to the Scottish border. And that Parliament may, in time, have more effect on our lives than Westminster.
