New president and CEO of Hydro-Québec
The Government of Quebec has appointed Michael Sabia as President and CEO of Hydro- Quebec. Sabia, who will also become a member of the board of directors of Hydro-Québec, will take office on August 1, 2023. Sabia will join Hydro-Québec with significant
experience as a manager and administrator, in both the private and public sectors. From 2009 to 2020, he held the position of President and Chief Executive Officer of the Caisse de dépôt et placement du Québec. His 11 years at the head of the Caisse were notably marked by the growth of the group's assets as well as by the consolidation of his role as a leading economic player for Quebec. Sabia has held the position of Deputy Minister at the Department of Finance of Canada since 2020 . In the past, he also held the positions of Chairman of the Board of Directors of the Canada Infrastructure Bank and President and Chief Executive Officer of Bell Canada Enterprises.

New appointments at AECOM
Infrastructure consulting firm AECOM has appointed Bob Hart as the new president of its Construction Management business, including its premier AECOM Tishman and AECOM Hunt brands. Hart brings more than 35 years of extensive industry experience to this role and will be responsible for overseeing the Company’s continued legacy of delivering iconic structures with a priority on innovation, sustainability and operational excellence. “I’m excited to welcome Bob as the president of our world-class Construction Management business, known for delivering many of the most innovative and complex structures ever conceived,” said Troy Rudd, AECOM’s chief executive officer. “As a proven leader with an impressive career, Bob’s commitment to meeting our clients’ challenges, creating opportunities for our team and driving growth

Group, now AECOM Hunt, and throughout his decades with the firm he has developed a successful track record of delivering mega projects across the Western US. Most recently, he has served as the chief operating officer of AECOM’s Construction Management business and a member of the Company’s Executive Leadership Team.
Additionally, the Company has appointed
John Kovacs, P.E., and Eric Reid, P.E., as Executive Vice Presidents and co-leads of AECOM Tishman’s New York region, reporting to Hart. Kovacs and Reid have been with AECOM Tishman for 27 years and 15 years, respectively.
Following a nearly 40-year career with AECOM and Tishman Construction, including his leadership of our Construction Management business for the past five years, the company also announced that Jay Badame will be transitioning to a new role serving as Executive Advisor to Hart. The firm thanks Badame for his ongoing service and contributions to the organization. ●
EBRD appoints new Head of Tajikistan
Holger Wiefel has been appointed Head of Tajikistan for the European Bank for Reconstruction and Development (EBRD). He will be based in the country’s capital, Dushanbe, and is due to take up his duties on 1 July 2023. Wiefel said: “I would like to use my
professional and regional experience to promote our core objectives in Tajikistan. These are the introduction of "green" technologies, digitalisation, better access to finance for SMEs, support of women entrepreneurs, greater climate resilience and upgrades of key infrastructure to name a few. This is a challenge I am really looking forward to.”
A German national, Wiefel joined the Bank in
2013 from small and medium-size enterprise (SME) lending specialists IPC GmbH and brought a wealth of professional experience from the Caucasus, China and Eastern Europe. He served as coordinator of the EBRD’s micro and small business lending programmes across a large region stretching from Ukraine to Central Asia. Most recently he worked as the Regional Head, SME Finance & Development Group, Central Asia and Mongolia.
Wiefel, a trained economist, holds MBA
degrees from Mannheim Business School, Germany, and from Tongji University Shanghai, China. ●
Two new partners for Shoosmiths Energy & Infrastructure team
Law firm Shoosmiths has bolstered its energy & infrastructure team with the addition of two new London-based partners. Chris Pritchett, who previously led the energy practice at Foot Anstey, and Levent Gurdenli, who was a partner at Weightmans, have joined the multi- disciplinary practice. Pritchett is noted for his standout work on
energy and mobility projects, specialising in renewables development, energy storage and EV infrastructure as well as energy procurement and optimisation both in the UK and further afield. He has a keen interest in the evolving nature of renewables development and the wider energy ecosystem, ranging from alternative financing and ownership, open energy data, biodiversity and agri-voltaics and innovative offtake and PPA structures. . Gurdenli is a renewables and decarbonisation
lawyer, with a strong track record of delivering renewable generation, storage, and low carbon heating projects for clients across the UK internationally. He is very active in the rapidly expanding market for corporate power purchase agreements, advising a range of stakeholders to procure renewable power to decarbonise their operations and to improve their long-term energy security, an increasingly important issue for all private and public sector organisations.
