John Partington National Secretary John joined the police service in 1996 and was promoted to Inspector in 2005. He joined the
Federation in 2008 and after serving in the Metropolitan Police Federation he joined the PFEW National Board in 2017. John has extensive experience in pay discussions, allowances, pensions, and conditions of service having previously served as PFEW’s Deputy National Secretary from 2018 to 2022. Academically, John holds a Master in Social Policy and Criminology degree and an MBA.
John is passionate about improving the overall remuneration package police officers receive alongside ensuring that there are improvements in wellbeing,
National Chair Brian began his service with West Yorkshire Police in 1995. With most of his career focused
on the operational side of policing, he has developed extensive expertise in Armed Response and Roads Policing. Driven by a commitment to fairness, he joined the Federation in 2014 and served as chair of the Sergeants board and later as chair of the West Yorkshire Federation. In 2022, he joined the National Board as the Roads Policing lead.
Beyond his policing responsibilities, Brian is studying for a master’s degree in Police Leadership, demonstrating his commitment to ongoing professional growth. He also volunteers with a local management company and serves as a director for Blue Line Health. A vocal advocate for highlighting positive stories in policing, he works to balance public perceptions by promoting the constructive aspects of police work in the media.
Melanie Warnes Deputy National Secretary Mel joined Hampshire Constabulary in 1994 as a response PC, before
becoming a detective in 1999 in the main CID office, undertaking high-risk missing person cases and a historic rape and murder investigation. She transferred to Surrey Police in 2002, becoming a Fed rep in 2014 to support her colleagues. Mel became chair of Surrey Police
Federation in 2016 and continued representing and supporting colleagues through conduct investigations as well as high profile inquests alongside the full-time role as chair. Mel has been part of the Police Federation National Detectives Forum (PFNDF) as a local rep and since she was elected to the National Board in June 2022, she has been PFNDF secretary and the national co-lead on conduct and performance. In July 2025 Mel was elected as the Deputy National Secretary. She takes up the post from 1 September, assisting in setting the strategic direction for the organisation on pay and conditions and liaising with the Government on pay negotiations.
