the apprenticeship starts. The employer must then turn this ‘reservation’ into a ‘commitment’ once the training provider and an apprentice are confirmed. At this point funding will be released to the training provider in the usual way.


Now non- apprenticeship levy payers will be able to begin arranging their own apprenticeships accessing the apprenticeship service that was previously only available to those paying the levy (or those in receipt of a transfer of funds)."


Until autumn 2020, employers who do not pay the apprenticeship levy will be able to access apprenticeship training either through a provider with an existing government contract or via the apprenticeship service. By autumn 2020, the intention is that all new apprenticeship starts will be arranged through the apprenticeship service.


During this transition period, the organisation that manages the apprenticeship funding, the Education and Skills Funding Agency (ESFA), will be seeking feedback from smaller employers who register and recruit through the service and from providers working with those employers to monitor how the system is working.


It is important to note that this access funding applies to employers in England only; there are separate arrangements for apprenticeship delivery and funding in Northern Ireland, Scotland and Wales.
