MINIMUM EQUIPMENT LIST (MEL)


According to regulations, all (emergency) equipment must be inspected; readily available to the crew, with the method of operation indicated. If the equipment is carried in a compartment, the compartment must be marked as to its contents.


Aviation regulations set minimum requirements for fixed and portable emergency equipment. Most operators go beyond the minimum to insure an extra margin of safety for crew and passengers and specific emergency equipment is required by FAA, Transport Canada and European EASA regulations.


A Minimum Equipment List (MEL) is a document used by an operator to allow temporary aircraft operation with inoperative equipment. This means that under controlled conditions an acceptable level of safety can be maintained despite the fact that some specified items of equipment are inoperative until repaired or replaced.


Operating within an operations’ MEL is a temporary state, and it is preferable to maintain the aircraft at all times with operative equipment. Controlled MEL conditions may involve restrictions on certain flight operations, changes to in-flight operational procedures, or temporary deactivation of components within the aircraft.
