and operational staffing costs their trade structure more closely follows the civil model. During the development of specialized AMOs it was noted that trades standards were needed for the individuals chosen to exercise Shop Certification Authority (SCA). Industry leaders came to realize that something should and could be done to encourage people to become aircraft trades people other than AMEs. From those discussions, The Canadian Aviation Maintenance Council (CAMC), now CCAA (The Canadian Council for Aviation & Aerospace), was established as one of the new industrial sector Councils by the federal government in 1991. Why have national personnel standards for aviation trades? Part of the answer is obvious: managers hiring new staff can assess the qualifications of applicants by setting the industry-wide trade standards as a basic requirement. It also allows community technical colleges to plan their courses based on accurate knowledge of industry needs. The individual benefits from having a personal document attesting to skill and knowledge, allowing movement anywhere across the industry. As companies do come and go (unfortunately), having a personal trade standard certificate is a definite advantage to the trade person. The fact that the trade certificate is based on a National Occupational Standard developed by industry adds to its credibility.


APPROVED MAINTENANCE


ORGANIZATIONS Prior to the Justice Dubin report in the early 1980s, approved companies were already well-established in Canada and around the world. The writing of the new aviation code for Canada soon brought forward the questions of the role of the


AME in approved organizations. Obviously, the government looked at many systems around the world including our closest neighbours the Americans. It was decided that the AME Licence would be applied to certifying aircraft work only and


another system would be developed to manage the certification of personnel and their qualifications in the off-aircraft work at Approved Maintenance Organizations. This separation of the requirement to have enough technical training to enable
