Confronting the challenges of product dumping in the lubricants industry


In this feature, Mattia Adani, President of the Union of the European Lubricants Industry, UEIL, Gianluca Cuomo of LUBON Lubrificanti e Chimici a specialty manufacturer based in Milan and Mark Lord, Managing Director of Aztec Oils. an independent lubricant blender based in the UK, discuss the issues posed by economic sanctions circumvention and the resulting risk of product dumping both in the UK and mainland Europe.


Economic sanctions can be defined as ‘..the deliberate, government-inspired withdrawal, or threat of withdrawal, of customary trade or financial relations.” These are the levers that the European Union uses to hold foreign countries to account for their actions if their behaviour runs contrary to our own values.


The risk of imposing economic sanctions is that foreign entities or Governments may try to subvert their effectiveness through circumvention by either trading through third party nations not under sanction, or trading at prices far below market expectations so that the effect of any tariff forming part of a sanction, is reduced.


This circumvention of economic sanctions could lead to markets being flooded with products at or below their fair market value, leading to allegations of dumping which harms competition, undermines local producers and distorts markets.


In this feature we look at UEIL’s lobbying of the European Commission on the issue of economic sanctions and product dumping. We also feature two companies that have experienced the effects of

product dumping on the marketplace; Aztec, a UK blender and Lubon, a speciality manufacturer based in Italy.


UEIL has and will always champion the European lubricants market in the best interests of our end users and customers by fighting to ensure fair competition that benefits all. That is why we have begun a concerted action with the European Commission to address the threat that circumventing economic sanctions and product dumping have on our market.


It is essential that, as an industry, we respond decisively and collaboratively: advocating for stronger enforcement of sanctions and anti-dumping measures to ensure swift action against violators, promoting transparency and adherence to standards, supporting local innovations and sustainability by investing in advanced formulations, circular economy models, and low-carbon technologies, and fostering solidarity within the industry.


Together, we can build a resilient, competitive, and future-ready lubricants sector.
