International Safely Data Sheets
For the guidance of BLF members. Issue No.5 of "Lube", circulated almost three years ago, contained a recommended layout for Product Safety Data Sheets. Since then. a number of developments have taken place, and the International Organisation for Standardisation (ISO) late last year issued a draft proposal for an International Safety Data Sheet. summarised below. Bearing in mind that the document is still only a draft proposaL and that it will be some time before the confirmation of a final version is agreed, it is nevertheless recommended that members study the proposals carefully. This applies particularly to those who are about to up-date their existing sheets. and also to those who trade overseas. since it is unlikely that the basic layout contained in the proposal will be modified to any great extent before adoption.
ISO PROPOSAL
An SDS shall provide the chemical product information given under the following 16 standard headings, the wording, numbering and sequence of which shall not be altered:

1. CHEMICAL PRODUCT AND COMPANY IDENTIFICATION This section shall state the chemical product name as used on the label ili}, the supplier product code .(liJ, as well as the name ili}, address ili2 and telephone number ili2 of the supplier. If applicable, the emergency telephone number used by the company .(liJ should be given. Telex .(liJ and telefax numberJA} may also be given.
2. COMPOSITION/INFORMATION ON INGREDIENTS This section shall state whether the chemical product is a substance or a preparationiS}.
In the case of a substance, the common chemical name or the generic name ili2 shall be given. Synonyms .(liJ, if any, and the Chemical Abstract Service Registry Number (CAS- number) .(liJ should be given. Ingredients contributing to the hazard ill should also be indicated.
In the case of a preparation, information about the chemical nature of the product should be given ill. It is not necessary to give the full composition. When defined, components contributing to the hazard ill or impurities contributing to the hazard .(liJ of the preparation should be given, with their chemical or generic name ill and their concentration or concentration range ill. The classification and hazard labelling of these components or impurities may be givenJA).
Reference should be made to the classification system used.
3. HAZARDS IDENTIFICATION This section shall clearly and briefly summarize the most important hazards and effects of the product ill (adverse human health effects .Lru. environmental effects .{A), physical and chemical hazards .(liJ, and, where appropriate, specific hazards ill.
· Main symptoms .{A) can be given as well.
The classification of the chemical product may be given .(liJ. Reference should be made to the classification system used.
An "Emergency overview" may also be given .(liJ.
4. FIRST-AID MEASURES This section shall state the first-aid measures to be taken, if necessary. If appropriate, it shall state which action has to be avoided at all costs.
The information ili2 shall be subdivided according to the different routes of exposure, i.e. inhalation .(liJ, skin contact (Al.. eye contact .Lru. and ingestion .(liJ.
A brief description .(liJ of the most important symptoms and effects may be given here, but a detailed description of symptoms and effects should be given under heading 11 .
If appropriate, advice for the protection of first-aiders .(liJ and/or special notes to a physician .(liJ may be included here.
5. FIRE-FIGHTING MEASURES This section shall state which extinguishing media are suitable ill and subsequently, if appropriate, which extinguishing media are NOT suitable .(liJ.
Specific hazards .{A) with regard to fire-fighting measures, specific methods .(liJ and special equipment for the protection of firefighters .(liJ should be indicated here.
6. ACCIDENTAL RELEASE MEASURES This section shall contain information on: -personal precautions ill; -environmental precautions ill; - methods for cleaning up ili2 (recovery [A], neutralisation [A] and disposal. if different from section 13 (A]).
This information should include prevention of secondary hazards (A).
7. HANDLING AND STORAGE
Handling ill This sub-section shall describe appropriate technical measures ill (prevention of worker exposure (A], prevention of fire and explosion Uill and precautions ill for safe handling of the chemical product. such as local and general ventilation, measurements to prevent aerosol and dust generation. It should contain specific safe handling advice ill. such as avoidance of contact with incompatible materials.
Storage (I) This sub-section shall describe appropriate technical measures ill and storage conditions ill suitable ill. to be avoided Uill for safe storage of the chemical product, including separation of incompatible products (1). It should in particular contain information in respec't of safe packaging materials ill (recommended ill. not suitable [lill.
8. EXPOSURE CONTROLS/PERSONAL PROTECTION If appropriate, engineering measures to reduce exposure .(liJ should be given. This information should complement that already given under heading 7 above.
Specific control parameters .(liJ such as limit values .(liJ or biological standards .(liJ with their reference should be indicated. Information on the recommended monitoring procedures .(liJ with their references should be given.
