Key innovations for film stretching lines
The UK government says the planned mandatory collection of plastic films and flexible packaging has been delayed in England.
All local authorities in England
were expected to start collecting these materials from the kerbside from 31 March 2027 under the Simpler Recycling regulations, but Defra has now confirmed that this is to be pushed back to 2030 after con- cerns were raised about end markets. It is understood that the official Simpler Recycling regulations will be updated during the next parliamen- tary period. “While increasing recycling is vital
for a circular economy, collection alone isn’t enough,” said Noel Marques-Neves, operations director at Hahn Plastics UK. “This delay offers a chance to develop the infrastruc- ture needed to succeed. Now the focus should be on enhancing supply chains and processing capacity before collections begin.” Meanwhile, the devolved govern-
ment in Wales has confirmed it will press on with plans to introduce household collections of plastic film and other flexible plastics from 2027.

David Gudgeon, head of external
affairs at Reconomy, said Wales “is confident that it will have the systems needed to process flexible plastics and keep materials in use by then.” n Endolys has secured planning approval for a £125m film recycling facility in Darlington, paving the way for one of the UK’s largest chemical recycling projects. “Planning approval is a major milestone for Endolys and for ad- vanced recycling in the UK,” said Mark Leggett, CEO of Endolys. “We’re creating skilled jobs, regenerating an iconic industrial site and delivering infrastructure to recycle plastic film.” Planning approval allows installa-
tion of 12 pyrolysis units, with operations expected to begin before the end of the year. The completed facility is set to process up to 120,000 tonnes/yr of waste plastics, producing around 80,000 tonnes of recycled pyrolysis oil for use by European refineries.
