Circuit Court Orders Stay of Ruling on Non-Domiciled CDL Drivers An emergency action last year from Transportation Secretary Sean Duffy put restrictions on eligibility for a non-domiciled commercial learner’s permits and CDLs. This decision came in response to an ongoing nationwide
