FATAL MARCH OFFICER WAS ‘NOT HEALTH AND SAFETY TRAINED’


An experienced army officer who ran the course during which Cpl Joshua Hoole fatally collapsed on “the hottest day of the year” has told an inquest he had been given no formal health and safety training.


Hoole, 26, died within an hour of collapsing on an annual fitness test (AFT) in Brecon, south Wales, on 19 July 2016.


Capt Colin Nufer, who has served in the armed forces for more than 30 years and was commanding the Rifle’s regimental training team on the day, told the Birmingham coroner’s court he took a common sense approach to assessing whether the march should be stopped on the day and has criticised the Ministry of Defence for “blaming individuals”.


The inquest heard how Nufer signed off a risk assessment for the march and was asked about his understanding of JSP 539, an army health and safety document which addresses the topic of heat injuries. Nufer told the court that although he had read JSP 539 in 2016 after the deaths of three army reservists


during an SAS selection march, he had been given no formal training.


The captain said: “I did know it existed - I wasn’t familiar with it, and I wasn’t trained to interpret it.”


He added later: “If the MoD are making references to documents, I think it is fair they ensure commanders are aware of those documents and subsequently train commanders for all levels, not simply blaming individuals for not knowing they exist or being trained on them.”
