explores the process of creating new qualifications and the design principles needed to ensure they of fer students a way to progress in their career.
As an independent health and safety examination board, our qualifications are highly respected around the world. This comes with some degree of scrutiny, so we have to ensure what we offer is robust, valid, reliable, allows for student progression and most importantly of all, contributes to our charitable mission of raising competence in health, safety and environmental management. That’s why all new NEBOSH qualifications are developed within and adhere to a design principles framework that’s rooted in four key areas.

To illustrate the comprehensiveness of our research for the soon to be redeveloped National and General Certificate in Occupational Health and Safety, we collated more than 4000 responses from stakeholders. This allowed us to collect genuinely meaningful data which in turn helped us to properly develop a well- informed, research led syllabus.

Syllabi are based on extensive consultation with stakeholders such as accredited course providers, employers and past students; subject experts are involved in the development; end-users are involved in the final approval of specifications and assessment criteria; supporting assessments are fair and allow

For all of our qualifications, a panel of industry experts is involved in the approval process, be this for full launch or pilot. Panel members are carefully selected and are comprised of a number of neutral and highly-regarded industry specialists. For instance, the panel chosen to approve the NEBOSH HSE Certificate in Process Safety Management included Emirates National Oil Company (ENOC), AB Ports, Doosan Babcock, Robinson Brothers and the Kuwait Gulf Oil Company.
RELIABILITY Learning outcomes and supporting content are clear, concise and signpost the level and depth of learning required, specifications are rigorously reviewed and maintained over time through well-established and documented procedures. NEBOSH regularly reviews all qualifications. We also undertake a legal update on all qualifications every six months to ensure they stay up to date.
ENABLING Our final design principle centres around the student. Qualifications are designed to allow progression to other NEBOSH qualifications, they support progression and achievement in further study and rewarding employment; they allow for a variety of learning methods to fit into busy lives, learners benefit from high quality resources, tutors and learning environments.
NEBOSH qualifications provide a statement of a learner’s achievement against a defined standard. Achieving a NEBOSH qualification provides learners with the opportunity to demonstrate their acquisition of skills, knowledge and understanding in a formal way.
