Tomorrow’s FM asked Kenny Marland, Founder and MD of HX Car Park Management to help elucidate the benefits of ANPR parking systems; lifting the lid on the new technology and explaining exactly what it can do for FMs.
More and more landlords are controlling the flow of traffic onto their land and managing vehicle movements by using an ANPR (automatic number plate recognition) parking management system, which can deliver a penalty charge to any motorist that overstays the authorised free or paid for parking time. This technology has had its fair share of bad press for all the wrong reasons, being seen solely a revenue generator, however, what is never communicated are the positive benefits that ANPR parking systems can deliver.
What are the problems that landlords are experiencing?
Sites where there are no ‘pay & display’ parking facilities, or there is a ‘free parking’ limit of perhaps one to two hours, are often open to misuse by people parking all day and walking to work, dropping cars off to travel on in one car, parking to shop elsewhere, or using the car park at night for nefarious activities. This restricts the capacity for genuine customers, as bays can be occupied for many hours or days at a time, as well as attracting unwanted visitors at night and potential vandalism.
How does ANPR work?
ANPR is a camera-based system that captures an image of a vehicle number plate, sending that image to a management system, which records the entry time and the exit time of that vehicle, 24 hours a day, 7-days a week, in any conditions. If the vehicle is onsite longer than the allowed parking time, breaching the terms and conditions, this triggers an alert, following which the management company can access vehicle records from the DVLA and can then levy a Parking Charge Notice (PCN) to the vehicle owner, if appropriate.
How does APNR work on maximum stay?
If a car park had a time restriction in place ‘one to two hours maximum stay’ then ANPR cameras read the entry and exit times. The management system would then cross reference the data against the terms and conditions for that individual site. Any vehicles outside of the terms and conditions may again be issued with a PCN.
How does ANPR work on a Pay & Display scheme?
On a ‘Pay & Display’ scheme, ANPR cameras would read the entry and exit times, cross referencing the data against a separate file from the Pay & Display machines, alerting management to any vehicles outside of the terms and conditions of the parking scheme. Staff typically manually check every parking ticket to spot human error, allowing up to two digits of discrepancy in a registration plate. Any vehicles still in breach may be issued with a PCN.
What management reports can ANPR deliver?
Landlords, facilities managers and managing agents can receive monthly, bespoke reports, which include: total

parking duration, repeat visitors, peak periods, and vehicle movements.
How are Parking Charge Notices (PCN) issued when ANPR is used?
Every PCN is checked individually prior to making a request to the DVLA for vehicle owner details. If the operator goes to the DVLA for the Registered Keepers details, it could issue the Parking Charge via the postal service. To date HX Car Park Management has voided over 39,000 PCNs due to human error in the last two years alone.
Are wardens required when using ANPRs?
Wardens are often used in conjunction with ANPR, as ANPR will only calculate the length of stay so are unable to monitor loading, disabled, parent and child bays or other such anomalies.
Does ANPR need an internet connection?
An internet connection is required to transfer the images, with some ANPR cameras requiring a server on site, however, a good 3/4G connection will suffice.
