Karl R. Wilber, Tekran Instruments, General Manager, USA
Karl R. Wilber has over 40 years of power and process industry consulting, testing and management experience. Additionally, he has served as General Manager of multiple companies in the air pollution control equipment and balance of plant areas. He is currently General Manager of Tekran Instruments Corporation, supplier of technology and services directed at trace-level mercury analyses and monitoring.
Mr. Wilber holds Master’s Degree in Engineering Science and Mechanics and is a licensed Professional Engineer. He has been an expert witness in over 15 cases having to do with environmental and contractual performance and compliance.
Jeff Ryan, US EPA, Scientist, USA
Jeff is a Senior Scientist with EPA’s Office of Research and Development where he has been doing fundamental and applied combustion, incineration and emissions control technology research and emissions measurements for nearly 40 years. Jeff’s research focuses primarily on emissions measurement methods development research. Jeff has contributed to a multitude of EPA’s formal and informal methods including those found in 40 CFR Part 60 and SW-846. Currently, Jeff is ORD’s lead to develop PFAS emissions test methods.
Tuula Pellikka, VTT Technical Research Centre of Finland, Principal Scientist, Finland
Tuula is principal scientist at VTT Technical Research Centre of Finland. Her background is in emission measurements and especially on their quality assurance (QA) and quality control (QC). She has been involved in standardisation work by European Standardisation Organisation CEN/TC264 for several years, being member of several working groups of CEN/TC264 and also the chairman of Finnish mirror group for CEN/TC264. Tuula has been the project manager for several capacity building projects focusing on the improvement of emission measurement capacities in countries like Chile, India, Uruguay and Baltic countries. She has contributed to several Finnish guidelines for the implementation of quality assurance procedures for emission measurements, such as Handbook for emission measurements. She has also been responsible for organising ILC (interlaboratory comparisons) for Finnish stack testing teams.
Lighea Speziale, Seeds, Project leader, Environmental Engineer, Italy
Lighea Speziale is an Italian environmental engineer and sustainability expert with extensive experience in European waste and emissions policy. She is a founding partner and project leader at Seeds, a consultancy focused on environmental engineering and sustainability within the EU legislative framework. Her expertise encompasses circular economy, emissions monitoring, life-cycle analysis, and European environmental legislation in general. Throughout her years in Brussels, she has acted as a liaison between institutions and Member States, enhancing her experience in interacting with public and private organizations on both national and European scales. She deals with projects linked to sustainable development, e.g. on zero pollution and chemicals, industrial emissions and BATs, circular economy and recycling targets, plastic waste and chemical recycling.
