Neighbourhood Plan Our vision for Halesworth Thank you to everyone


who contributed to our recent consultation on the vision and objectives for Halesworth's Neighbourhood Plan. We have received so many thoughtful, imaginative and practical responses. Your contributions are helping create a plan that truly reflects all our hopes for our town in the next fifteen years. We were very pleased that so many of you agreed with our key objectives (81%) and our vision statement (83%). Many of you made suggestions to sharpen them up, some of you shared comments that made us think again about our town and its potential. Some of you challenged us that the language we used was not clear enough. Huge thanks to the gentleman who queried our notion of 'revitalising the river' - He worried that we would compromise the extraordinary habitat, when what we wanted to do was treasure the river, say more about it and protect it and its flora and fauna for the future. We will change the words! Some of you told us that the plan was all about aspiration and that it could not be achieved. Neighbourhood plans do have to have aspiration but they must also be practical. Everything that we suggest or recommend must be realistic and achievable. And our plan will be tested - It has to be independently scrutinised and then you get to vote on it in a local referendum. And remember, our plan must then be used to influence what new developments in our town look like and where they are built and we can help

But there is much more


to do. The volunteers on the steering group are talking to people and organisations about housing, flooding, protecting open spaces and buildings, provision of places of work and creating better ways of linking every part of the town. Policies have already been devised to support walking and cycling in and around town and one of the offshoots of this will be a leaflet of three new circular walks going out from the town centre. It will be created in partnership with Halesworth Museum, Halesworth Tourism Group, U3A and Discover Suffolk, a SCC initiative. Councillor Tony Goldson has made this possible through a contribution to the Neighbourhood


Plan Group.


The routes will show a healthy and informative way of seeing more of the town and the leaflets should be on the Discover website and distributed around the town by summer for residents and visitors to use. Your thoughts and ideas are helping us turn our vision and objectives into concrete policies and plans. The Town Council is supporting us in many ways and we have been successful in receiving some grants to provide professional


guidance all of


which will go to enhance our plan. Thank you so much for helping us to get to this point. We still have a lot of work to do and there will be further opportunities to hear your thoughts and ideas. Now watch this space.


Halesworth Volunteer Centre


With lockdown upon us all once again, it's important to remember that Halesworth Volunteer Centre (HVC) is still here to provide help and support for everyone during this challenging time.


Our lovely team of shoppers will continue to shop for people who cannot get out to the Coop for themselves and for those who have been asked to shield. We are incredibly grateful to HACT for continuing to loan us their bus and wonderful team of drivers. If you need some assistance with your shopping, please do not hesitate to call us on 01986 875600. We will also be supporting our local pharmacies, chemists and dispensaries to ensure that people get their medication. If you can no longer get out to collect yours, just give us a call. We are still running our Isolation Buster programme. Living under lockdowns and the long months since all this began, inevitably means that people can feel lonely and low. Just before Christmas, we distributed some little goodie bags full of treats made by volunteers including our special apple chutney and some lovely gifts from Halesworth Co-op. This is part of our exciting new project The Gift - a way that we can support people who are alone with little homemade gifts and treats.


Huge thanks must go to the wonderful volunteers who made Christmas Day special with a delicious hot lunch and a wonderful goodie bag of treats kindly donated by Maureen Took and Morrisons. We also had a very generous gift of mince pies from Coop Laxfield. Not only did we have dedicated cooks (Rev Jane) but a wonderful group of helpers and Christmas Day Treat Deliverers. Huge thanks to Annabel at Cottage Kitchen for lending us her delivery van and for Tony and Theresa for driving it around the county.


The Community Larder will be open throughout lockdown,


though new social-distancing rules will be in place. Please do visit the Larder for those all important fresh extras and to donate if you have extra food to spare. We are very grateful to Fair Share and the Coop for supporting this work. Finally, rumours are circulating about the covid vaccine roll out. We will be here to help people who cannot travel independently get their jabs. If you are interested in volunteering as a Community Car Driver to help people get their jabs, please contact us on 01986 874290. And look out for our recruitment campaign on social media. If you have time on your hands during lockdown, why not share some of your gifts. The Council would like to send its very best wishes for the New Year to all our residents and their families. In 2020 we have witnessed many changes and challenges to our daily life and for most of us it will be a year we would prefer to put behind us. However, we can all be proud of our town for the combined response


to the crisis, the


patience and support from all our volunteers, care workers, NHS and health workers, businesses, shop staff and residents who have shown such resilience in these troubling times. This effort has not got unnoticed.


Halesworth is very proud to have been selected as the Winner of the Town of the Year Award 2020 in the Stars of Norfolk and Waveney Awards - Towns and Villages section hosted by the Archant group (East Daily Press and others). The Council


would like to thank the whole town for the wonderful effort towards achieving this award. As you may have heard by now the vaccines are being rolled out locally which is very welcome news. The first residents have already been contacted and have their appointments booked at the Sole Bay Health Centre, Reydon near Southwold. Generally, this seems to be in alphabetical order but there have been some exceptions, so please be patient if you are in the first group. Transport will be provided if you need it, please contact Halesworth Volunteer Centre on 01986 874290 or Halesworth Area Community Transport on 01986 875900. For the very latest information on the vaccine please visit: www.sneevaccine.org.uk. We are currently in a very precarious position with covid-19 and there is still a fair way to go


before we can hopefully get some normality back. Even those who have been vaccinated can still transmit the virus so please follow the Government guidelines and keep our town and our vulnerable residents safe. We have received many enquiries about the land clearing work being undertaken along Saxon Way adjacent to Pound Close. At the time of writing, there has not been any approach made to the Town Council and we are not aware of any planning applications being submitted. We have attempted to contact the landowners to understand their intentions but so far we have received no response, we will keep you updated of any further developments as we receive them.


The Halesworth Neighbourhood Plan consultation has now ended but


you will find an update from the group in this paper (pg 3), thank you to all those who sent in their comments. The


Town Council will be increasing the Precept for 2021-2022 from April 2021 as the Council prepares to take on responsibility for more liabilities, land and assets to be transferred from East Suffolk Council in the new financial year. Many of our neighbouring councils have had to make similar decisions as East Suffolk Council continues to devolve powers back to the parishes. The Precept represents the only significant source of income for the Council and increasing it is the only viable option to be able to maintain all these additional liabilities. The increase for a band D house equates to £1.27 per month. A full report and explanation will be posted on the council's website.
