Government & Housing Legalities
LEGISLATIVE UPDATE By Charles Tassell, Director of Governmental Affairs
Government’s view of the economy
could be summed up in a few short phras- es: If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, sub- sidize it. (President Ronald Reagan’s Remarks to the White House Conference on Small Business on August 15, 1986)

CINCINNATI: REGISTRATION PRO- GRAM
Just a reminder that the deadline was
October 31, 2020. The one-time fee is $1 per unit. This fee was ne- gotiated and agreed to as the City agreed that a lower fee and better registration rate was better than a higher fee and fighting everyone to sign up. This is not an annual fee unless there are substantive changes to your registration. Additionally, the rent amount is not re- quired but optional. Please make sure that if a property is in the City of Cincinnati please go to:
https://www.cincinnati-oh.gov/buildings/ property-maintenance-code-enforcement/residential-rental-registra- tion-inspection/. The top section is for registration. Registering does not result in inspection: they are two different programs. Inspections are for properties that are not complying with building codes or not showing a pattern of professional management.
CONGRESS ACTS…(FINALLY) Rental Assistance has been specified in the latest Stimulus Bill of Congress: $25 billion to be doled out to states based upon population. Funds will be provided through State systems like the Community Action Agency (CAA) and Jobs and Family Services (JFS). Residents can apply and address arrearages of up to 18 months for rent and utilities. Additionally, future rent can be paid for up to 12 months! As a compromise, the CDC moratorium will be extended through January 31 2021. This will likely be extended by the new administration as well – with current scuttlebutt sug- gesting a March 31 deadline. A key facet of this funding is that the funds are to be paid directly to the property owner or manager. As the details are rolled out on our site, please share the informa- tion with residents struggling to pay – it will help both of you! Additionally, the CARES funds expenditure deadline has been extended to December 31, 2021. Special thanks to Senator Rob Portman (R-OH) for his leadership and guidance on this aspect of the bill. Several industry damaging facets were removed due to Sen. Portman’s insistence on a workable and system. Additionally, NAA worked very diligently on this issue! Please be sure to check out the various resources on the GCNKAA website for ongoing updates related to Covid-19.
