Covid eff ects on freight could be long-term, says WTO
The increase in air freight prices during the Covid pandemic is likely to subside only with a rebound in passenger transport, according to an information note published by the World Trade Organisation (WTO). In the report on the pandemic’s impact on trade costs, it warns that higher rates may persist even aſt er the outbreak is contained. It argues that aviation industry
consolidation and shiſt s in passenger appetite for travel could lead to higher air transport costs. WTO adds that while sea and
land transport have not faced comparable shocks, maritime
transport has seen a decrease in numbers of sailings, while international land transport has been aff ected by border closures, sanitary measures and detours. Maritime and land transport have remained largely functional, although there have sometimes been considerable delays, but air freight has been severely disrupted,
with global cargo
capacity shrinking by almost a quarter in March 2020. But the report also noted that a crisis-induced shiſt towards the digitalization of customs and regulatory procedures to reduce physical contact could potentially lower trade costs in the long term.
Safety and security decs should be
waived, says Clecat
European forwarder’s group Clecat is calling for safety and security declarations to be waived in a position paper addressing
the
remaining Brexit issues. Director general Nicolette van
der Jagt said that, according to the current state of play in the negotiations, operators on both sides would have to lodge entry and exit summary declarations, also known as safety and security declarations, in addition to the already required import, export and transit declarations which contain largely the same information. She added: “On the EU side,
CLECAT understands that a phased approach, like the UK has
taken, is not feasible. Nonetheless, we urge the EU to take its own ongoing implementations into account when
putting border
formalities into place. In the next couple of years, many legal and IT implementations will take full eff ect. Logistics operators will have to implement a large amount of new systems and accompanying procedures at EU and national level. Many of these implementations take place around the same time the UK will leave the EU, but the implementations are not aligned. This means that in various cases, old systems and procedures need to be implemented, only to be replaced shortly aſt er by new national or EU systems.”

Logistics UK (formerly FTA) and logistics industry bodies have sent a joint letter to Chancellor of the Duchy of Lancaster and Minister for the Cabinet Offi ce, Michael Gove, asking for faster development of the Smart Freight system that will control freight movements to and from the EU aſt er Brexit. The industry body says it is concerned that the new system
– which will need to be used by every company involved in exporting goods to the EU – will not be ready in time for Brexit day due to inadequate time for testing and staff training. European policy manager
