VICTORIA – A new Riparian


Areas Protection Regulation (RAPR) took effect November 1 in response to concerns over industry’s use of qualified professionals and a 53% rate of non-compliance among reports submitted to satisfy provincial regulations. The so-called professional


reliance model under the regulation was critiqued in a report by the provincial ombudsperson in 2014. The system as a whole was the subject of a scathing review submitted to the BC Ministry of Environment and Climate Change Strategy in 2018. It resulted in the passage of the Professional Governance Act later that year and the establishment of the Office of the Superintendent of Professional Governance. The new regulation for riparian areas requires that those practicing as qualified environmental professionals, including agrologists, demonstrate that they have taken and achieved a passing grade on a course of study approved by the BC Minister of Forests, Lands, Natural Resource Operations and Rural Development relating to assessments and assessment reports. A certification protocol will be phased in.

"As landowners, how do we manage our land?” he asks. “We need regulations to protect the environment, but we also need common sense so practitioners can manage their land."
