build-outs between Ryarsh and Birling. School crossing The school is keen to have a safe place for children to cross and was considering a school crossing patrol. Village hall Things were running well, but no volunteers had come forward. There were always odd jobs to be done, the work is unpaid but a good way of meeting people. The new website was in hand. Precept It was agreed to keep the total precept for 2020/21 the same as 2019/20 at £25,769. Due to a reduction in band D properties, this would mean an increase from £65.72 to £69.62 per property.


Trottiscliffe


Footpaths Three members of the public expressed their concern about accessing footpaths from Pinesfield Lane to the church. It was suggested that walkers using the diverted route following the temporary closure of MR194 and MR185 were meeting some resistance. There was also concern about parking at Coldrum Stones. The National Trust car park was full during certain events, resulting in cars blocking the narrow approach road. Police report There had been an attempt to break into a car in Church Lane. Two suitcases has been stolen from the boot of a vehicle in Taylors Lane. A trailer had been stolen from a barn in Park Road, Addington. Village hall The committee had agreed to install entrance and exit signs for the car park to help with parking. They were also looking to improve lighting at the entrance to the hall. Trees had been moved in the parking area next to the school and staff at the school seemed to be using the car park. Community bid The Trosley Heritage Group had exchanged contracts on the Plough Inn and completion was due. The new tenants were planning to open a restaurant, which is due to open in May. Defibrillator The monthly check had been carried out. Bramble Park There had been no updates on whether Cavendish Education had

The window of a property was damaged in Woodlands Road, Ditton. A ladder, electrical tools and diesel were stolen from a storage container in Forstal Road, Aylesford.

Bollard request There had been a request for a bollard in Taylors Lane. The clerk had carried out measurements and was waiting to hear from KCC, which had suggested that the pavement was not wide enough for bollards, and that a trief kerb should be considered. The clerk had asked for costs. Addington Lane Flooding on the road required major works. A drainage survey was due to be carried out. Vigo Lane Drainage works had been arranged and cancelled for Vigo Hill. The drains and culverts were not coping with the wet weather. The clerk was asked to chase KCC for necessary surveys and remedial works. Post Another post had been knocked down opposite The George. The clerk had reported this.


Wateringbury


Co-option Mrs Lin Simons, who had previously resigned, was put forward for co-option. All voted in favour and she was duly elected. The Orpines The contractor wanted to revise condition 6 of the landscaping scheme. Residents had signed a petition opposing the changes. Terracing and planting had been replaced by motorway- style barriers and trees would be planted 4m down so that they could not be seen clearly. Cllr Tripp asked the council to support residents in ensuring the original plans were adhered to. Members voted in favour and Cllr Marks would compile comments to be sent to the borough council.


Pollution monitor Crispin Kennard of the borough council had reported that the pollution monitor showed no exceedance of the hourly limits for nitrogen oxide for the year so far, and had suggested a meeting with the parish council to discuss


removal of the unit from the village hall foyer.


Police report A crime report was circulated. It was stated that a motorbike had been seen being ridden on the playing field. The parish council had had no response from the police about damage to the wall outside the village hall. PCSO Stanley suggested ringing for an update. Red Hill Cllr Marks spoke about the repairs to the building at the corner of Red Hill. It was understood the borough council had taken over the repairs under emergency building regulations. Cllr Marks would write to the borough council Budget 2020/21 The breakdown of the final budget showed the precept would be £93,811, a drop of about 4% on the previous year. The final budget was agreed. Speed surveys It was agreed to ask KCC for a survey on Bow Road just after the entrance to Phoenix Drive but before the zebra crossing, and the A26 on the approach to Canon Lane. Each survey would cost the parish about £400. Village hall damage A quote of £1,690 to repair the wall had been received from Birkby Construction. The wall was not insured. It was agreed to accept the quote. Church handrail The chairman referred to an email about a new handrail at the entrance to the church. The cost to the church from Yalding Forge would be £2,434, and the funds available were £500. It was suggested that the parish council might consider a donation. It was confirmed there was £100 in the donations budget that could be used. Village stocks Chris Chaplin, who had refurbished the lock-up door, had reported that the stocks needed treatment as the wood was splitting. He had quoted £170. Cllr Simons suggested that the Friends of Wateringbury might carry out the work. Village fete Two quotes had been obtained for toilet hire. A vote was taken and it was agreed to accept the quote of £531 plus VAT from Four Jays. Allotments Letters had gone to seven plotholders about the condition of their allotments. Three would retain, three had been given up and one had not replied.

Thieves broke into a commercial property and stole four catalytic convertors from vehicles in Wood Close, Aylesford. The catalytic converter was stolen from a Toyota Auris in Tower View, Kings Hill. Number plates were stolen from a Nissan Almera in Bentley Close, Aylesford. Somebody broke into a BMW M3 parked


in New Hythe Lane, Larkfield. They stole the spare wheel and an iPod. A Carrera mountain bike was stolen outside a supermarket in Alexander Grove, Kings Hill. A black Peugeot Kisbee motorbike was stolen in Kingfisher Road, Larkfield. A black Ford Kuga Titanium, HK12***
