Home plan ‘a threat to countryside locations’

AN UNBUILT Thurnham house threatens to undermine Maid- stone’s ability to protect rural areas from future development, councillors have claimed. The planned five-bedroom de-

tached property, in Chapel Lane, could pave the way for more con- struction on greenfield sites because it fliesinthefaceof theborough’spol- icy of prohibiting development in opencountryside. Despite this, officers andmembers

of theplanningcommitteehavebeen minded to give the scheme the go- ahead. The council is saidtohavepainted

itself intoacornerbyinitiallysending the applicants awaywitha list ofde- sign and environmental improve- ments and conditions, which have beenmet. Planning officers are nowworried

that refusingthepropertyafterdoing this, wouldinfuriate government in- spectorsif theapplicationwent toap- peal.BearstedboroughcouncillorVal

Springett, pictured, said: “I’m sur- prised the committee deferred this application rather than refuse it out- right.” The borough’s planning advisers

have argued for recommending the approval on the grounds “thedevel- opment iswithinclose enoughprox- imityof theMaidstoneUrbanArea… andisnotconsideredtobeanisolated location”. Cllr Springett hit back, saying that

every bit of open countryside near towns or villageswould be vulnera-

ble to development if the council takes this stance. She said: “Opposite this site is a

large piece of land capable of taking several houses. If we approve this house,we are going to prejudice our ability to stop more houses being built at this location.” Fellow Bearsted councillor Denis

Spooner added: “There is a funda- mental planning policy objection to this application that no amount of good design or environmental en- hancement couldovercome.” ButNorthWard councillor, Tony

Harwoodwarnedagainst “adie in a ditchpuristapproach”tothescheme, pointing out that, if the applicant went to appeal andwon, Thurnham could get a more severe develop- ment. Cllrs Springett and Spooner, how-

ever, are so “appalled” by the coun- cil’s willingness to pick and choose when to apply its policies, they have called for ameeting with planning chief Rob Jarman.
