“In my earliest involvement in TALHFA I was someone interested in figuring out how housing deals were done in Texas and so I came to the TALHFA meetings to learn from the experts. Apparently, I came to too many meetings and the next thing I knew I was on the board and folks were thinking that I was one of the experts. Volume cap was being approved by Congress annually so no one really knew how long housing transactions might last. We were all anxious to figure out how to put programs together as quickly as possible.
