Maintenance The clerk had received a quote for the tidying of the vegetation around the playground area, the verges and entrance to the village and the clearing of the moss on the roof of Cardwell Pavilion. Tanyard Green The clerk was pursuing funding towards obtaining the deeds for Tanyard Green and giving the area Pocket Park status. Funding would include multi-sensory plants for those with visual or other impairments. The funding would also be used for bird boxes, planters and a bench seat. Spring clean The village was due to hold a litter-picking session onMarch 23. It was noted that litter was an ongoing problem, particularly with litter being caught up in grass strimming. Cllr Ardley said litter was the responsibility ofMBC and grass cutting was KCC. It was recommended that a CCTV self- triggering camera could be used to collect evidence of littering. Speedwatch The initiative would be highlighted at the parish assembly. The clerk would invite representation from local parish councils with the equipment. Warden’s report The community warden reported on incidences of antisocial behaviour and confirmed that extra patrols by the PCSO in the evenings had been requested. The warden also highlighted HMRC email scams requesting payments. Homes plan A spokesman representing a group of residents fromWestwood Close asked the council to reconsider its response of no objection to a plan for 54 homes on land west of Loder Close and Westwood Close. The group asked for support for objections concerning the prematurity of the application in relation to the progress of the Neighbourhood Plan (NP); loss of privacy, the placing of a foot and cycle path behind their gardens. They highlighted lack of community space on the site and the loss of open countryside. The chairman said Lenham Parish Council was not the planning authority, it would be decided byMBC. Later in the meeting it was agreed that the site was an integral part of the NP and was supported by the parish council. The NP would allow the countil to influence the quality of the infrastructure, open spaces and building
design.Members voted to support the planning committee recommendation
(with one abstention). Parish council election Advertising materials had been placed on the website and on notice boards as well as in the Focus magazine. Cllr Osborne suggested an open morning to encourage candidates to apply to stand. Thirteen positions were available: nine for the north ward and four for the south. Public toilets The building on Maidstone Road was closed until further notice following repeated vandalism. The facilities were in dire need of refurbishment and upgrading. Cllr Michaelas suggested implementing the CommunityWCs scheme, whereby local businesses signed up to a scheme which offers the publicWC facilities. It was agreed not to spend any more money on the facilities and instead look at refurbishment options and pay for entry system locks. Neighbourhood plan Several reports were being organised and would be reviewed before publication. They include a traffic plan, car parking, environmental investigations, landscape and viability reports, and infrastructure requirements. Bus shelter Cllr Huggens would organise quotes for repairs. CCTV CllrMichaelas said the additional CCTV camera was operational and coverage proved useful to police when investigating the theft of the cash machine from the Co-op. Play areas Cllr Knowles would investigate the cost of palisade fencing to replace the damaged section in the corner of the Ham Lane play area. She would also investigate the cost of installing a multi-use games area at the Cherry Close play area. Church inspection Cllr Osborne would ask for a copy of the invoice for the church inspection report, which the parish council had agreed to pay £200 towards. The Paddock Cllrs Ballard and Osborne had been invited to a meeting to discuss drainage provision from the Paddock development across land at GroomWay.

Delica, parked in a field were damaged in Ashford Road, Broomfield. A driver forced a van under the height
restriction barrier at a car park in Forstal Road, Boxley, damaging it. Fuel was stolen from an HGV parked
in the road in Stockbury Valley, Stockbury. A shed was broken into and a power
saw was stolen in Otham. A red and white Apollo BMX bicycle
was taken from the back garden of a house in Coltsfoot Drive, Boxley. A Renault van was broken into in
Robins Avenue, Lenham. Nothing appears to have been taken. A group of youths have taken fire
extinguishers from a farm and set them off in Grange Lane, Boxley.
