Highways The chairman said ameeting was being arranged with Highways officer JennieWatson to discuss outstanding issues. He spoke about an accident that had happened due to the bollards. He felt the vehicle had lost control on a bend and the driver had hit a telegraph pole. Budget The clerk circulated a draft budget which was discussed. Cllr Smith proposed se�ing the 2019/20 precept at £12,892, a 2.5% increase on the previous year. This was agreed. Li�er bins The chairman was due to meetMBC officer John Edwards to discuss the location of the li�er bins in the parish.Members discussed the location of the bins and the chairman said these would have to be approved by MBC. The clerk would arrange the meeting. AllotmentsManager Jane Sawyer gave a report.All allotments were let. There had been ameeting to discuss the route of the surface water drainage pipe and the report was noted. The chairman had contacted DHA planning to highlight an issue at the top right hand corner of the allotments as there was a spring on the boundary. Playground The report fromLinda Po�er was noted. Cllr Smith said he was still waiting for a quotation for the repair of the slide. Village Hall Cllr Burden said a talk on Mote Park held at the hall had raised £450 towards hall funds. Annualmeeting The chairman asked members to consider options for speakers at themeeting. Cllr Smith suggested that local businesses were asked to present at themeeting, and suggested Blooming Green and theMusket Brewery. This was agreed.


Loose


Borough report Cllr Sue Grigg hadmet the contractors and advised that a new call for sites was in the offing. The future of the Park and Ride was pending and anothermeeting was due soon. Funding had been offered to the Scouts for disabled access to their assembly rooms. Li�erA complaint had been received aboutmass li�er on the village green froma recent firework display. It was agreed that the deputy clerk would write to themanufacturers with a le�er of complaint. Cllr Grigg would send out a plea to all residents to clear their li�er after using fireworks. Speeding There had been a complaint

about speeding along Lancet Lane and AngleseyAvenue, and a request for help fromSpeedwatch.After discussion it was agreed that Cllr Rigby would apply for an observation location.An appeal for volunteers had gone out in the newsle�er. The deputy clerk would write to the school to advise of the complaint and respond to the complainant. Neighbourhood plan The examiner felt the documentmet all the requirements to be a bona fide submission.MBC feltmore detail was needed. The examiner would make a site visit to Loose. SMART There was no further detail on the proposed 20mph zones. Lighting columns would be replaced in Loose Road. There was no update on the gyratory system. Plans forWheatsheaf junction were pending. Brooks Field shed The new shed had been approved byMBC but it was likely that nothing would happen untilMay at the earliest. It was agreed to go with the decision of the LooseAmenities Association. ParkingA resident had complained about parking at the top of Old Loose Hill. It was agreed that the deputy clerk would respond. Annualmeeting It was agreed to hold the annual parishmeeting onApril 24. Precept The report by the RFO was discussed and an increase of 12.5% was suggested. This represented an increase of £7.83 per year for a band D household. This was agreed. Coffeemornings Leaflets about the community coffeemornings had been delivered to about 90% of the parish and had been well received. The community warden had wri�en to the deputy clerk to thank the parish council for organising the events as they helped hermeet people she wouldn’t otherwise see. The deputy clerk had received details of a small grant application and asked permission to apply for this to obtain further resources and equipment. This was agreed. TV licence The TV licensing authority had been informed that the pavilion did not have a regular TV licence. Thismeant that no formof live TV or downloads, on any device, could be viewed in the pavilion. Bus shelter Cllr Rigby advised that seats could not be installed in the bus shelter at the top of Old Loose Hill due to restrictions in the width of the pavement. SewageA leak froman allotment down Old Loose Hill had now been repaired.


Marden


Public forumAmember of the public asked for an update on the anti-social behaviour discussed at the lastmeeting. The clerk said Kent Police had been invited to hold a surgery and it was hoped to set a date soon. Themember of public reported noise nuisance at WindsorMeadows – the clerk was to contact environmental health to see if any reports were forthcoming and would


speak to the PCSO. S106 contributionsMBC Cllr Burton had sent the clerk a spreadsheet of the current S106 contributions and this would be checked against the list in the office. Police report Three crimes had been reported since the lastmeeting – one theft of a vehicle; one burglary and a theft froma vehicle. Five reports of anti-social behaviour had been received. Public convenience Four companies had quoted for the contract and the clerk had prepared a report.All details were reviewed and questions asked. Youth provisionA parent was interested in se�ing up a youth group to be held on two further evenings a week.A request for funding was agreed in principle, but more detailed costings were needed. Highways The improvement plan/action plan included the proposed single and double yellow lines in the village, along with School Keep Clear lines and bell bollards at the junction of High Street andMaidstone Road. The clerk was asked to contact Kent Highways to find out the cost of the bollards. Speed indicator device Three locations had been identified and agreed – Howlands Road, Thorn Road and Goudhurst Road. The clerk would contact Kent Highways.


Staplehurst


Jubilee Field The plans for football pitch improvements, including floodlighting, fencing, a stand and terrace were discussed. Cllr Riordan said extra parking would be available at neighbouring premises. The floodlights would be 16mhigh.Members supported the application, with the proviso that the fence should bemoved away fromthe Guides Centre. Parish council surgery Cllr Smith said questions had been raised about Sainsbury’s, Jubilee Field andmud on Headcorn Road. Street names There was an update on the selection of names for Hen and Duckhurst Farm. It was agreed thatMBC would be advised that the council recommended Hegarty, Braganza and Ulricson. Surrenden Field Regarding the contract for grass-cu�ing, it was agreed to accept the quotation fromLandscape Services of £1,375.20 for 16 grass cuts and 16 fence line cuts.


Su�on Valence


Budget Following a lengthy discussion, the 2019/20 budget was approved. It was agreed that a public loan be considered to upgrade the street lighting to LED. It was agreed to set the precept at £51,120. Footpaths Two volunteers were said to be happy to walk the public rights of way and report any issues.
