PreceptAsMBC had now published the council tax base it was appropriate to reduce the annual precept calculation for 2019/20. It was agreed to reduce the precept request from£81,250 to £80,000. Build-outs Concerns were raised again about the state of the build-outs at either end of the village and the fact that some road signs had been hit by large vehicles. Plaque CllrWebb expected to learn soon when the final version of the plaque would be available for installation. It was understood that Gordon Newton proposed to offer the plaque free of charge. Window competition It was agreed that, rather than refurbish the old trophy for the Christmas shop window competition, that £40 be set aside for a new trophy. Annualmeeting This would be onMay 21 or 22, depending on the availability of the Small Hall. Heart of Kent Hospice would be approached to provide a speaker. Council grantMaidstone Borough Council had introduced a new systemfor calculating the Parish Services Scheme Grant for 2019/20. It seemed that the grant for Coxheath had increased from £5,269 to £6,858.


East Farleigh


HGVs The clerk had logged the request for improved signage for HGVs at Workhouse Lane with Highways. Car transporter The clerk had wri�en to Williams about the car transporter issue andWilliams had replied saying it was not themand wasmore likely to be Oakwoods Group Ltd. The clerk had wri�en to Oakwoods. Play area The clerk had not yet obtained quotes for the remedial work in the play area and it was agreed to re-examine the report and find out howmuch work was actually critical. Dog complaintA resident had reported an unpleasant experience with an aggressive dog on a footpath. It was agreed to put something in the Grapevine reminding owners to keep their dogs on leads. Hedge Cllr King would speak informally to the owner about an overgrown hedge in Lower Road. Road surface Cllr Lloyd Porter asked the parish council to ask KCC Highways to add Gallants Lane to theirmicrosurfacing schedule for 2019. It was agreed to do so. Precept It was agreed to raise the precept to £58,773, an increase of 18% on the previous year, due to increased maintenance and li�er picking costs. Defibrillator The clerk said the parish council had been granted £850 from County Cllr Paulina Stockell toward the cost of the second defibrillator for Gallants Lane. This represented just over

half the cost. TheAlmshouses Charity would be considering whether or not to fund anymore defibrillators for the village at its nextmeeting. Flood plan The clerk informed everyone that, due to GDPR, she could not register members with the EnvironmentAgency to receive flood warnings, but she had circulated instructions so that they would do it themselves. Communication It was agreed to continue to use the existing website but to enhance its content and to trial the use of Facebook for sixmonths. It was agreed to put £1,000 in the budget to cover any costs. Car park The car park condition survey was circulated and it was agreed that Lee would be asked to do the baymarking after Easter, once the weather improved. The increasing cost ofmaintenance was discussed and it was agreed to talk to the school head and cabinetmember Roger Gough asking for ameeting with a view to ge�ing some funding fromKCC education department. Highways It was agreed to go ahead with the quote for a replacement pole for the speed indicator device in Dean Street at a cost of £1,548. This would be sited outside Horseshoes House. The clerk had submi�ed an insurance claimfor the damaged/stolen one and this had been acknowledged. Horsetrough It was agreed to chase the headpiece with Gordon Newton at The Stone Shop. Footpaths It was reported that horses were using footpath KM32. The resident at Danebarn Lodge inWorkhouse Lane had repaired the gate on footpath KM40. The clerk would write to thank him. Play areas The inspection sheet was received. There wasmore dog fouling along the railings of the play area. This would bemonitored.Members agreed that they did not want to pursue SIPA funding for the play areas, as funding had to bematched and didn’t cover maintenance.


Headcorn


Warden’s report The warden was unable to be at themeeting. The report was discussed andmembers were concerned about the issues raised about cold calling. It was agreed that the clerk would issue publicity on thema�er. Police issues Kent Police said an individual had been interviewed about the incident of “donu�ing” on Days Green and thema�er would not be pursued further. Themissing child was now in the custody of social services and posters could be taken down. The community warden had reported an issue with a catapult at theWhite Horse pub. Property had been damaged and it had been reported to the police. New councillors Confirmation was awaited that the council could proceed with the co-option of newmembers.


There were three vacancies. Petrol thefts Drive-offs frompetrol stations were still occurring, and there had been li�le contact fromKent Police. They would continue to be reported. Fire hydrants KFRS confirmed that 70% of the inspection had been completed. The clerk asked that notification also included details of future inspection schedules and amap of the hydrants. LenhamRoad Following an assessment, MBC had confirmed that the li�er could be cleared using a rolling road block and the area had been picked in December. Highways The clerk was to arrange for a meeting with KCC Highways to discuss issues including construction at Hazelpits and the effect on Ulcombe Road Lane and Ta�lebury Lane. SpiresAshMBC had confirmed that the next step in the process towards village green status was for a report to be compiled and presented at aMembers Regulation Panel. The clerk would follow this up. Cricket and tennis club The club still wished tomeet with the parish council about the extension to existing facilities. It was hoped to arrange thismeeting soon. Footpath delay The path fromthe Crest Nicholson site to the footpath in Knights Way had been delayed for a gasmain to be fi�ed in that area. There was no timescale for the work. However there was a proposal for an alternative footpath linking the path at Hop Pocket Way. Station parking An inflationary increase in charges was being applied to all stations across the SouthEastern network. There were issues of pricing disparity and this would be reviewed. The clerk was asked to contact SouthEastern and ask that, given the disparity, the increase did not apply at Headcorn. Road name The council further discussed the names for the road on the land behind The Hardwicks and it was agreed that it should be Spindle Close. Parking The clerk had received correspondence, with photos, of vehicles parking on the pavement at the north end of the High Street. It was agreed that the clerk would contact KCC about the installation of a bollard in this location. Road rutsA parishioner had complained about the state of LenhamRoad and Ulcombe Road. It was agreed that the clerk should acknowledge the concerns. May Fair The PTFA was again running theMay Fair and was seeking approval fromthe council. It was agreed that Days Green was available and facilities would include the area next to the store to access water and electricity; the public conveniences; the green itself and a banner promoting the event. Parsonage Meadow was available for parking and rubbish could be left in the commercial bin for collection by the parish council. Empty properties The clerk had received Continued on page 36
