IATA CEIV programmes


IATA extends Centre of Excellence for Independent Validators’ (CEIV) certifications to pharma and live animals


IATA’s Centre of Excellence for Independent Validators’ (CEIV) certifications provide standardisation for the movement of sensitive cargo, with the overall goal of elevating industry know-how and achieving global standardisation by providing a portfolio of cargo-handling frameworks. The first CEIV was set up for aviation security


due to requirements that were introduced during 2014, which required virtually all air cargo and mail carriers operating into the European Union (EU) from third country airports to have passed an EU Aviation Security Validation audit and achieved ACC3 designation. ACC3, which stands for ‘Air Cargo or Mail


Carrier operating into the EU from a Third Country Airport’ is a designation required by the EU in order for carriers to fly cargo into or via the EU. IATA had been encouraged by its member airlines and European regulators to support air carriers in complying with the ACC3 EU Security

Validation process. In response to this demand, IATA created a CEIV to train, guide and support industry stakeholders.


CEIV for pharma and live animals The most widely known certification is the CEIV- Pharma certificate for the safe transport of temperature sensitive pharmaceuticals, which was also introduced in 2014. The industry had identified a need to build a network of certified pharmaceutical trade lanes that met consistent standards and would assure product integrity. As a result, IATA launched the Centre of Excellence for Independent Validators in Pharmaceutical Logistics ‘CEIV Pharma’, which is now a globally consistent, recognised and standardised certification for pharma shipments in air freight. CEIV Pharma certification has been gained by


airlines, freight forwarders, ground handlers and road transportation companies. The certification ensures that facilities, equipment, operations and


staff comply with all applicable standards, regulations and guidelines expected from pharmaceutical manufacturers. Last year saw the launch of ‘CEIV Live Animal’,


which aims to bring more transparency and procedural guidelines to the handling of live animals, ensuring safe and humane transport by air. There are currently only two organisations that have achieved certification, although there are understood to be a significant number of organisations interested in taking part.


A new CEIV programme for perishables IATA is now looking at the viability of developing similar certification programmes for other commodities and has recently been considering the launch of a new CEIV programme covering the perishables sector. It is currently running a pilot programme in Asia with two ground handlers and an airline to establish the criteria for certification. Although there seems to be a high demand for


a perishables programme, perishables transport does tend to be lower margin than pharma products and live animals, and implementing the standards required to gain certification can be costly. Feedback from the pilot will be analysed with a


decision on whether to proceed with the CEIV Fresh certification programme expected towards the end of the first quarter of this year.
