IRA drops by P40M

The Internal Revenue Allotment of Negros Oriental, the major source of funds of the Province, will be P40 million lower in 2019, compared to last year’s budget.

Provincial Administrator Dr. Henry Sojor said the reduction in the IRA will affect the delivery of services in Negros Oriental. He, however, assured that the Job Order employees will be retained, but their performance will be carefully monitored.

Authorities from the Philippine Drug Enforcement Administration conducting a surprise inspection at the Bureau of Jail Management & Penology in barangay Bajumpandan, Dumaguete sensed something was wrong when the inmates assigned at the kitchen were taking a long time to finish “cooking”, and were using just a few pieces of firewood.

Unable to contain their curiosity, they looked further, and there found that the huge pot contained nothing but water, which was simmering in low temperature. The soil beneath the fire was soft, leading the operatives to suspect that something might be hidden underneath. They dug a one-foot hole which revealed 115 grams of shabu with a street value of P782,900.

They also recovered under the groud a box containing a plastic container filled with cash, various cellphones, and a Wi-Fi device. The inspectors then inspected the jail cells, the inmates’ personal belongings, and the trash bins. They did not find anything more. As it turned out, the “surprise” inspection was no surprise at all as the inmates had apparently been tipped about it, and even planned for it.

Footage from the jail’s CCTV

cameras showed two men digging a hole in the cooking area at 4 a.m. that same day, and burying the contraband goods. Police Chief Insp. Pricel Arevalo, jail warden, explained that the drugs may have been brought in by the influx of visitors during the holidays. He explained that they had

about 200-300 visitors daily during the holidays, and that they could not have effectively searched each one who entered the premises.

He said he had been

requesting the PDEA and Criminology students from the Negros Oriental State University to conduct the spot inspections. He vowed to investigate the

inmates assigned in the kitchen, as well as the people whose names were listed with contact numbers that were found in the recovered cellphones, together with the shabu. (Juancho Gallarde)
