Advertising boardsA resident voiced their concerns regarding advertising boards on the junction of Ulcombe Road and Leeds Road. The clerk forwarded their concerns to Kent Highways. White linesA resident had asked the parish council to ask Kent Highways to repaint the white lines and roundel markings on the Leeds Road. Highways had confirmed that this would be added to their programme of works for spring 2019. Bus service Langley had been included in theMaidstone Pilot Scheme. This would be a revamp of the No 13 and become a feeder service. There would be 10 services daily to an interchange outsideMorrisons on theA274. The pilot would start in June 2019 and run for a year. Play area The inspection report had been received fromMBC and there were no new items reported.


Linton


OfficerMBC was in the process of recruiting a new conservation officer who would work on the ConservationArea Management Plan. Bins Cllr Cresswell spoke regarding the sponsored bins that the council wished to have installed around the parish and stated thatMBC would charge to empty each bin. CllrWhitmarsh said he felt it was wrong forMBC to charge to empty bins and suggested that the PC should write toMBC to challenge this policy. Playing fieldA resident who had been emptying the bins on the playing field informed Cllr Cresswell that he could no longer do this as it should be done by MBC. SignsA resident spoke about the parish council website, and the bins at the play area. He felt the new reflective signs placed along theA229 were an improvement, andmentioned the pot holes alongWheelers Lane. He also reported a water leak on this road since June 2018. HGVs Cllr Parfi�-Reid said she was meeting withMP Helen Grant regarding HGVmovements. She said a commi�ee at KCC was looking at the issues regarding HGVs and how this could be improved.

Linton Crossroads It was reported that improvements were due to be undertaken during the summer holidays of 2019, and the Redwall Lane junction improvements would also be carried out in the summer of 2019. Allotment pipe Jane Sawyer stated that allotment holders were anxious about the proposed Easement and the work due to be undertaken at the allotments. She said the existing water pipe ran along the west side of the footpath. She suggested it would be less disruptive if the gully was constructed to the east boundary of the allotments as only eight plots would be affected rather than 16. Playground The Chairman said Cllr Smith had looked at the fence and would secure it temporarily. The slide was in need of a�ention as there was some corrosion on the frame. He had arranged for a local engineering firmto look at it and give a quote to repair it. It was not in dangerous condition, but preventative work was needed.


Loose


Blocked drainsWard Councillor Sue Grigg was concerned about the number of blocked drains, and said that if they were not cleared before the colder weather arrived it could causemajor problems. She had contacted the clerk and they would do a walkabout to list the blocked drains. Parking Cllr Grigg had received a complaint froma resident about parking at the junction ofWalnut TreeAvenue. This was a KCC issue and she would speak to Cllr Paulina Stockell about it. School parking Themeeting heard that at school pick-up and drop-off times, Headcorn School put out boards saying: “If you park here you could endanger a life”. Cllr Grigg was happy to fund three boards for Loose Primary School. The clerk was to investigate cost. PCSO Ross Russell had visited the school and had emailedMBC suggesting some formof traffic calming but they did not seem overly interested. He had suggested that the council look at ge�ing the road changed. Clothes bank It was agreed to allow Rag Solutions to place a clothes bank at the pavilion. The clerk would arrange for the contract to be prepared. Defibrillator Cllr Grigg was keen to get the grant funding done for the painting of the kiosk where the defibrillator was kept. The deputy clerk was preparing the paperwork. Manhole The clerk had chased Southern Water regarding themanhole issue on Busbridge Road, but had not had a response. Waste binMBC had agreed to pay for the collection of rubbish fromthe proposed bin on the footpath byMcAlpine allotments. The deputy clerk would organise the implementation of the bin. Planters The clerk had received an invoice for plants, whichmembers agreed. HighwaysMembers asked the clerk to raise with Kent Highways the state of some of the footways and ask for themto take remedial action onAlbion Road fromthe junction with RoundelWay to Marden Tandoori,West End fromWest End House to Chantry Road and Chantry Road opposite themedical centre. The clerk was also asked to raise the state of the road surface as a result of HGVs accessing the old cricket and hockey club at South Road and Stanley Road. The clerk will also ask what action is being taken to prevent the severe flooding at Pa�enden Lane under the railway bridge.
