Policemaers There had been thefts fromvehicles in Cobfields and Orchard Bank, and vehicle interference in Chart Corner. Speed checks were being carried out near the village hall. Community warden Lova� provided a report on doorstep criminals, parking at the Memorial Field during footballmatches and welfare visits. There had been flytipping in Green Lane and a suspicious vehicle in Green Lane had been seen in the same location. Dog bag dispenserMembers considered three options fromWybone, JRB Enterprises and Glasdon. It was agreed to go with JRB Enterprises. Signpost It was agreed to use clear preserve on the signpost to protect it fromthe weather, rather than wood stain. Salt bin Highways were unable tomove the salt bin as there was no available Highways land nearer to the Chart Road junction. They also said that the bin further down the hill was empty, showing that it was being used.Members asked the clerk to look at costs for a new salt bin, which could possibly be located on the GreensandWay, opposite Chart Road.


Coxheath


Warden’s report The community warden’s report for October included incidents of eggs being thrown at houses in the village; progress with dealing with inconsiderate parking near the primary school; plans for surgeries/coffee mornings;monitoring dog fouling and li�ering; co-operation with the PCSO on cases of anti-social behaviour. GDPR The clerk had discussed the position with Clive Powell at KALC, who had agreed that any outstanding actions would be best dealt with in the context of the appointment of the new clerk. Postbox In the absence of further progress, it was agreed that the clerk would try to establish contact through the RoyalMail website. New clerk Five applications had been received.A shortlist of three had been identified and interviews had been arranged. Planning issuesA resident had spoken tomembers of the planning commi�ee to express concerns about certain aspects of recent planning applications and had confirmed his comments by email. The chairman would be responding to him and perhaps suggesting that he would like to take up one of the current parish council vacancies. Waste bins Cllr Down expressed concern that some rubbish bins in the village were often oveflowin. He wondered if it might be worth while askingMBC environmental services to empty the bins more regularly. Car transporter Cllr Small said a car transporter was regularly unloading vehicles in the vicinity ofWakehurst

The clerk would liaise with his counterpart at East Farleigh Parish Council to determine what action could be taken. Noticeboard A quote had been received fromMBC for the supply and fi�ing of five Perspex panels to the noticeboard at a cost of £950, and the supply, installation and painting of two bollards in the village centre at a cost of £198 plus VAT It was agreed to accept the quotes. Village hall play areaMBC had quoted £732 plus VAT for the supply and fi�ing of two sets of swing hangers for the junior swings, a new gate spring and rivets on the roundabout. This was accepted. Football pitches The junior football club had raised concerns over the quality of the recentmowing of the football pitches. These would be investigated. Road nameMBC had asked the parish council to nominate a name for the road leading to the small development behind Heath Road.After consultation with BrianMortimer, it was agreed to nominate BowieWalk. The clerk would adviseMBC.


East Farleigh


Hedges CllrWilson had had a request fromthe school to cut back the hedges on Vicarage Lane and outside the council houses. The clerk would write to the landowners for the former and Pearsons would be asked to do the ones outside the council houses. It was agreed not to pursue thema�er of the overgrown hedge in St Helen’s Lane as the parish council had no powers here. Fireworks The clerk had received a le�er froma resident of the caravan park in Barming complaining about the loud fireworks over bonfire weekend and asking the council to consider a silent firework policy. The clerk would reply saying that the council followed national policy here. Waste consultation It was agreed that KCC’s proposed plan to charge for the disposal of wastematerials including soil, rubble, hardcore and plasterboard would lead to an increase in flytipping so borough councils would need to be given funding to cope with this. Defibrillator The training event was said to have been excellent. It was agreed that signage was needed was needed on the cabinet with some instructionsas to how to open the cabinet and when it was appropriate to use the defibrillator. Cllr Beasley would organise this and ensure that a headtorch and a towel were kept in the cabinet. There had been talks about pu�ing defibrillators at the station, the Horseshoes and possibly the Almshouses.Amonitoring rota would be needed, plus further training. Flood plan Some changes to the flood plan were agreed. It was agreed to talk to


the landlord at The Bull to see if they would be happy to house the flood pod and road signs there. It was agreed that it would be helpful tomonitor new additions to the electoral register and to send themthe flood plan if they are in an at risk area. Village car parkMore aggregate had been delivered to keep the surface well maintained. Lee was picking up li�er and dogsmess daily and would paint the bay markings. Both gates were being locked at 5pmfromthe start of GMT. The car park barrier keys would be retained by the chairman, vice chairman and clerk. It was agreed that two steel poles would be bought for the car park and three for the grass verge on the corner of Kilnbrdge Close, to preventmotorists parking there. Pearsons would install them. Highways The final proposals for the traffic calmingmeasures in Lower Road had been received.Members had raised some queries and Paul Leary fromKCC had responded to them. Football club Parents of the football club members had asked tomow the field beforematches. The parish council had made it clear to themthat they should let the clerk know if the grass was too long and not do it themselves.


Headcorn


Crime Concern has been expressed that there is an increase in crime in Headcorn. Socialmedia indicated that there had been a lot of break-ins in the village, but reported break-ins are actually only two in number. There had been a break-in at the Cricket and Tennis Club.Members felt they were being targeted by a gang of youths. HammerstreamCorrespondence had been received fromMBC stating that the ma�er had not been progressed. The council agreed that this was not acceptable and the clerk was to contact MBC to registermembers’ dismay and concern and press for a resolution. Station liftsMBC Councillors and Southeastern Railmet to discuss lifts at Headcorn station and otherma�ers affecting Headcorn. It was also noted that there had been a response fromNusrat Ghani. Parliamentary under Secretary of State, confirming the process to follow concerning nominations of stations in the Access forAll process. Boundary changes Following the resignation by Cllr D’Urso the Clerk was asked to write to her and ask for copies of the notes that were promised together with the raft of le�ers that she had prepared for the Boundary Commission. Car park It was agreed that Headcorn would receive additional enforcement resources on a temporary basis, at no additional cost to HPC. Finger post The request for a finger post sign for the GP surgery had been refused as Kent Highways advised that it did not meet the criteria required for directional signage. It needed to be stressed that this
