RICHMOND – Richmond council has affirmed last year’s contentious bylaw limiting farmhouses on Agricultural Land Reserve parcels greater than a half- acre to 10,764 square feet. However, farmland
advocates didn’t consider the move a restriction so much as a doubling down on monster homes, given that council also allowed a secondary dwelling – ostensibly for farm help – of 3,229 square feet on the same lot. The moves came despite
city staff recommending limiting the primary residence to 5,382 square feet, in keeping with provincial guidelines. Those guidelines
may well become rules in the wake of a provincial consultation on revitalizing the ALR. Prior to passage of the
original bylaw last year, Richmond planners routinely saw applications for homes of 20,000, 30,000 and even 40,000 square feet. Statistics from Richmond’s planning committee indicate that just three permits have been issued since the bylaw took effect, and the average size of the proposed homes is 6,800 square feet.
The statistics demonstrate that the new bylaw is working, says Gunraj Gill, a consultant to the Richmond Farmland Owners Association, set up to raise awareness of the concerns
local farmers have regarding the bylaw. Gill isn’t a farmer himself, but his family has a long history in the industry. The real issue isn’t limiting the size of residences, but enhancing policies that encourage owners to keep land in production, he says. “What are the things we can do that will really enhance and take farming into the future?” he asks. “A lot needs to be done to protect and enhance farmland, but our group has a firm position that we don’t believe that reducing house sizes by an arbitrary number will actually protect or enhance farming into the future.” A study the landowners’ association commissioned

indicates that the added value from production on land saved by further reductions in house size is negligible. “The net impact of that is
barely relevant,” Gill told Country Life in BC. “We really feel like we’ve reached a balanced approach.” He expects discussion to continue, however, especially as the province considers options for revitalizing the ALR following a consultation

KPU hopes Popham gives Bullock a more sympathetic hearing. KPU asked him to write the foreword to its recent white paper on farmland protection. The paper aimed to challenge free market ideals in order to ensure farmland is valued for food production, and used for
this spring. While talk to date has stirred strong emotions, he believes there’s been a net benefit from the attention focused on what to do with farm properties. “One good thing that did come out of this discussion is that it really puts farming issues at the forefront,” he says. “There was a problem with the really, really big monster homes. That word keeps getting tossed around but we’ve dealt with that.”
