Crime report The following crimeswere reported: the theft of a Ford Ka from AshfordDrive; the theft of a trials bike from Gravelly Bo�omRoad; aMazda carwas scratched and roofmouldings stolen in CharlesfordAvenue. Annualmeetings Itwas agreed that the format of themeetings onMay 21would stay the same and that theywould include light refreshments. Clubs and societies would be asked to forward reportswhich would be printed into a booklet. The clerk was to start advertising themeetings. Parish clerk The clerk had confirmed that shewould be retiring this year. Councillors approved the policy and procedure for recruitment, the advertisingwording and any costs; and proposed questions for interviewcandidates. The purchase of a parish councilmobile phonewas also approved. Trafficmanagement The requested dropped kerbs atHolly Trees Close junctionwith CayserDrive had been approved by KCC Highways. Data protection Itwas agreed to employ Satswana asData Protection officer for GDPR at a cost of £150 per annum. The clerk was to participate in a training session organised by Satswana. WWI event The clerk had provisionally booked the village hall as requested on November 11. The clerkwas asked to contact residents to ascertainwhowould a�end and/or help organise such an event. Grass verge Itwas concluded that the land between TheWaldens and CayserDrivewas privately owned, so themaintenance could not be carried out by the parish council. Coffee caravan Three dates had been set for theACRK project –August 21; September 18; andOctober 16, from10.30amto 12.30pm. TheNisa shop owner had agreed use of the shop forecourt for this purpose. Village sign Following concern fromthe village hall commi�ee the handyman had laid down the sign for safety reasons. Itwas agreed to ask himto dismantle the sign fromthe post and deliver it to CllrDarling who had agreed to store it. Sports field Roseacre Rovers’ request to use the field for the 2018/19 season had been withdrawn. They had offered to leave the goal posts for community use. The council accepted this offer andwould not ask for the return of the line-markingmachine. The clerkwould ask for the return of the keys. Sue ClarkNewswas received of the death of former councillor Sue Clark. The clerk was asked to forward a donation of £25 to her chosen charity. ClerkwantedGailGosden, the clerk of the council,is to retire inOctober. The council is therefore looking for a replacement. For a full job description, contact

Detling
Church Lane Edward Rubie fromthe Parochial Church Council gave an update on the progress of improvements in Church Lane.He circulated photographs of the work undertakenwith the help of a grant

fromthe parish council and also reported that Cllr Evernden had donated some bushes to assistwith thework. Parish preceptAmember of the public asked about the increase in the parish precept. Cllr Bowie respondedwith details about the finances of the parish council and the projects that itwishes to undertake for the benefit ofDetling. She stated that the councilwas in the process of drafting an explanation for the increasewhichwould be available tomembers of the public. Play equipment Cllr Zammit explained the work she had undertaken on the newplay equipment for theOld School Playing Field. She had received two quotations andwas in the process of obtaining a third.Once a contractor had been selected,workwould take between four and sixweeks.Apublic consultationwas to be held to seek the views of residents. EnvironmentMBC officerDrMaxwell sent a report and explanation on air quality monitoring. Some of the drains had been cleared by KCC, but a numberwere still blocked. The clerkwas asked to report these. Tri-Parish Cllr Clayton had a�ended the Tri-ParishGroupmeetingwithmembers fromThurnhamand Stockbury parish councils and sought approval fromthe council for a fact-finding project to establish whether the parishes could finance their own police cover or sheriff, at an estimated cost of £5,000 a year per parish council. It was agreed that he could establish further facts and consultwith the police and the other two councils to establish their views. Bins The clerk had reported the bins at ScraggedOak ViewPoint toMBC and requested that they are emptied regularly. Villagemaintenance Tony Taylor said the PilgrimsWay signwas still lying in the verge andHighwaysDivision signswere still in the village. The clerkwas to report both of these issues, aswell as a large pothole near the bus
shelter.Mr Taylor also asked if the council had liaisedwith the church regarding having a flagpole erected, and Cllr Clayton agreed to action this. Village hall Cllr Bowie had a�ended the village hallmanagement commi�ee meeting, and suggested that twomembers of the councilmeetwith the commi�ee to discuss parking at the hall. Cllrs Bowie and Claytonwould arrange this.
Downswood
Crime latest PCSOTurner reported that she was patrolling in a car, but on foot whenever possible. Two counts of criminal damagewere reported on the
e-watch.co site. Mallards Park The fence next to the road in Mallards Parkwas broken in several places.. Cllrs Cheesman andNewton and the clerk were tomeetwithMBC to discuss the dog mess in the park and the alleged a�ack on a swan by a dog. Noticeboards CllrGreenheadwas to send a link to the noticeboards for consideration and comment. Research and a designwere also required for the display board, and it waswondered if the archive department at Springfieldwould be able to assist. Cllrs Greenhead andWeekswere to brief Cllr
Rajaratnamon the objective of the exercise to allowhimto put together a proposal. Speeding Cllr Cooke had not received a response to his request about speed indicating devices. Itwas agreed that speedingwas not a problemin the parish, so itwas resolved not to progress thema�er. CCTVAquotation for the CCTV had been received fromBrook Security, but as the representative fromPrime Security did not turn up for themeeting, itwas agreed that the clerkwould request a quote from Crossfire and Cllr Finchamwould arrange for an alternative quote. Pathworries Public Right ofWay KM80/86, leading down to the site of special scientific interest (SSSI),was extremelymuddy. Itwas agreed to hire a big chipper costing £125 to allowDownswoodDiggers to shred branches and lay the chippings on the path. Salt binsAdelivery of saltwas agreed as part of KCC’swinter service but it never materialised. Cllr Cooke had told KCC that the topping up of the binswas not good enough. Itwas agreed that a requestwould need to be submi�ed to KentHighways in October orNovember to ensure all bins were filled in readiness for nextwinter. Olympicnic Following the risk assessment, itwas agreed that a datewould be added for theOlympicnic. Informationwould be displayed on awhiteboard asking that any objections to photographs being taken of childrenmust be drawn to the a�ention of the organisers by the parents or guardians responsible. WWI centenary Concernswere expressed that therewas insufficient roomto site a beacon and information about the event had not been forthcoming. Itwas resolved not to proceedwith the event. Fete CllrWeekswas to prepare the parish council information board for display, Cllr Greenheadwas to provide a cardboard cut- out for photos and considerationwas to be given to erecting two gazebos on the evening of the fete. The councilwould also be able to include information leaflets in the freebie bags,whichwould have to be provided to theDownswood Community Association (DCA) secretary seven days before the fete. Itwas resolved that all parish council takings on the daywould be donated to theDCA.
Harrietsham
Rogue traders CommunityWardenMartin Sherwood reported roofing rogue traders in the area, aswell as an increase in shed break-ins, although none had been reported in the village. Thewardenwas tomeetwith the dogwarden to discuss fouling issues. Cllr Powell said that rural crimewas up by 30%in some areas but thewarden said Harrietshamand Lenhamhad lower rates of crime compared to other areas. Itwas also noted that a rural task forcewas being set upwith some PCSOs to tackle rural issues. Environmental issues CllrDean reported that the chalk and aerators in the lake seemed to beworkingwell. Cllr Sams had received complaints about bikers and 4x4 vehicles on the PilgrimsWay that had caused ru�ed areas. Cllr Sams had asked the PROWofficer to a�end a site visit.
