East Suon Highways Swathe cuts requested by Cllr Ireland had been approved. Cllr Ireland would investigate the cost of gully cleaning in the parish. Cllr Ireland asked KCC to clean the road signs in the parish. Play area The clerk had been asked to instruct the contractor to remove roses growing through fencing and ivy from East Suon Park wall. The parish council felt thiswas excessive and asked the clerk to query the hours. Village hall Cllr Edmed had looked at the condition of the back of the hall. The clerk would write to the village hall chairman. The wooden lintel over the kitchen sink windowwas roing. Fire hydrants Cllr Ireland volunteered to check the fire hydrants.


Headcorn


Crime report PCSO John Boydwas unable to be at the meeting. The chair and commiee reviewed the report and there were no maers to take forward. Grigg Lane Issues at Grigg Lane continued and the clerkwas to follow up all inquiries. Road and footpath repairs would also be followed up with the Kent Highways Engineers. Defibrillator The clerkwas to arrange a date for fiing the defibrillator at the village hall. The defibrillator at the fire stationwas due to be fied. Pedestrian crossing Kent Highways had asked for a meeting about the crossing at Wheeler Street but no date had been fixed. The councilwas advised that Staplehurst had had a temporary crossing installed in the village. The clerkwas to follow this up. Oak Lane footpath Work on the footpath was due to begin on July 31 and it had been suggested that houses would be occupied in earlyAugust. If thiswas so, itwas a breach of planning conditions and the clerk had followed this up with Crest Nicholson and MBC. Community Payback After a small hiccup itwas reported that thingswere going very well and a number of jobs had been completed. The clerk and Cllr Lavender would continue to work with the group to see that other agreed jobswere completed. Bus shelter Itwas felt that the only appropriate place for a shelterwas at the Shenley Crossroads. This would require additional land at the site. The clerkwas asked to contact the parishioner concerned to see if they were willing to give up land for this purpose or lease it to the council for a peppercorn rent. Speedwatch Cllr Lavenderwas arranging training for individuals, now that he has been trained to demonstrate the equipment. Rotas could not be issued until training was complete. Somewatcheswere taking place.


Linton


Fire The chairman stated there had been a serious fire on Linton Hill and that the familywerewell. He had offered them the support of the parish council. Honours board Cllr Smith would arrange to have the honours board at the village hall updated.

Church car park The clerk reported that Maidstone Council had confirmed that the car park would be refined in the next few months. Conservation area The management plan had been approved by Maidstone Council and the next stage would be for a consultation to take place with all affected residents when the resourceswere available in the autumn. The clerkwas asked to liaise with Maidstone Council to seek an update. Highways The chairman had been contacted by a resident who had damaged their car from a pothole. He stated that KCC would not pay out for the damage as they were not aware of the pothole. Safe crossing of A229 The chairman reported that DHA Planning were drawing the final set of proposals for the crossing and he would chase the progress of this. Greenfield, Stilebridge Lane An objection to this application had been submied to Maidstone Council. Allotments The allotments manager Jane Sawyer had reported a problem with partridges causing damage to plots. She had asked the permission of the parish council to allow someone to terminate the partridges with an air rifle. Members agreed unanimously that they would not allow this and allotment holders should be advised to protect their crops with covers. Lier pick The parish council had arranged another lier pick for Saturday, September 2 on the Loddington Lane side of the parish. Speedwatch The equipment needed to be calibrated each year but it had not been serviced since 2014. The costwas about £200 with a £56 carriage charge. Itwas agreed to calibrate the equipment.

Parish council Chairman Cllr Vianne Gibbons was re-elected as chairman with Cllr Charlie Hollister continuing as vice- chairman. Flowers Boroughward Cllr Sue Grigg presented flowers to the clerk and deputy clerk as thanks for their support during the year. Planning The parish council’s objection to an application for 210 homes with access off Forstal Lanewas agreed. Speedwatch Therewas a good take-up of volunteers for Speedwatch at the annual parish meeting. Website The parishwebsite had been receiving about 300 hits perweek. Clerk The outgoing clerk Jan Capon clarified the days of theweek and hours currently worked by the new clerk and herself. She would be stepping down as clerk and taking up the post of responsible financial officer onAugust 1.


Marden


Police report There had been four burglaries, one aempted criminal damage, one criminal damage and a theft. There had been reports of a homeless male, although no further sightings had been made. Reports of anti-social behaviour in the village had also been received along with a report of drawing pins scaered on the road at the station and suspicious persons seen around the development sites. Investigationwas ongoing following a drug arrest.


Parking consultationA sub-commieewas set up and the clerk would be asked to recirculate the original parking survey report. High Street trees The stump had been removed and the new area had veen created and filled with top soil. Play equipment The swing ropes for the buddy swing had not yet arrived and the seesaw had not been replaced. Thewet pour had started to split in the playing field play area. Marden Youth ClubA request had been received for a grant of £600. After discussion, councillors agreed to grant £250 to the club now and would review again nearer to the end of the financial year. Gravel Pit Lane Due to problems experienced by residents with HGVs trying to obtain access to Paenden Lane via Gravel Pit Lane, Kent Highways was arranging for signs to be erected.

Chaerbox Cllr Jackie Benne said that Chaerboxwas very good. It meets every third Tuesday at 1pm. Village hall The parish council discussed the contribution to the village hall which was agreed in 2015/16 but as yet had not been paid. The village hall had asked if it would be possible for the parish council to buy an oven and other equipment needed and donate them to the village hall. This way the parish council could reclaim the Vat. The clerk sought advice and forwarded papers to the chairman which stated that the parish council could do this legally. Members resolved to move forward with this option. KGV Field The King George V Field had been cut andwas looking nice. The clerk had enquired as to whether a different kind of seat for the cable ridewas available but Playquest, who installed the ride had not yet been able to offer an alternative. Footpaths The clerk had forwarded the cuing schedule for the footpaths for 2017/18. Two footpathswere on this and they would be cut twice. The clerkwas asked to find out if KM176was on the schedule as this footpathwas verywell used. Trains Cllr Anita Van Hensbergen had been contacted by a resident regarding the hoots made by the trains when they are near public footpath level crossings and non-public footpath farm crossings. The resident said the hoots seemed louder than ever and asked if the parish council could make some enquiries with Network Rail. The clerk would investigate. Defibrillator Cllr Benne had spoken to MikeWilliams who has vast experience in defibrillators. The clerk had obtained the third quote as required for £1,366.25 and a quote for the electrics at £275. The clerk was asked to contact one of the companies to see if training was included and if not, what the cost of thiswas likely to be. The clerk would also apply to County Cllr Paulina Stockell for part of the funding for the defibrillator.
