of the year,” Reeder said. “We want to (schedule installation) as soon as possible. Tere are so many buses that need to have the system installed, there is no way the installers will be able to do it over the summer. And we don’t have the manpower.” Placentia-Yorba Linda USD Transportation

Director Richard Jimenez called his current system of hanging a sign in the window to check for students “rather antiquated” and said he is looking to have a new system that exceeds state standards installed on his buses by July 1, even if he has to train his mainte- nance staff to perform the task. “With the demands on vendors, there likely will be a backlog on installa- tions and vendors may have a difficult time keeping the product in stock,” he said. “We can do it in house by having our mechanics come in on weekends. We will also train drivers on operating the system.” Los Angeles Unified’s Transportation Direc-

tor Ryan Solchenberger also plans to use district technicians to upgrade the Child Check-Mate systems throughout the 1,300-bus fleet. He said arrangements have been made for CHP represen- tatives to inspect the systems prior to the start of school to make sure they are in compliance. He said timing and urgency of the plan are critical. “I think

we have a really strong plan,” Solchenberger said. “One of the things that is very important is the human factor. Technology helps, but there is the human factor. One of our objectives is to engage with our drivers to address safety. Our plan is to be ready by the start of school.” SB 1072, known as the Paul Lee School Bus

Safety Law, called for the new code in Title 13 that describes system requirements for all new and ex- isting school buses. State Sen. Mendoza introduced SB 1072 in response to the death of a 19-year-old, nonverbal special needs student who was left on his bus in 2015. Te new regulation contains a laun- dry list of requirements child safety alert systems must meet that includes an audible or visible alarm at the rear of the bus and special lighting.

SB 1068: AN 11TH HOUR REPRIEVE? Te concerns of transportation directors may be

rendered moot, however, by SB 1068, a “placeholder” bill introduced by Sen. Tony Mendoza and first read on Feb. 13. It would delay compliance until the start of the 2019-2020 school year. No action will be taken on the bill until at least March 15. If passed, it would take effect immediately as an “urgency statute.”
