In an appeal of a Worker’s Compensation claim where the Claimant had been found by the Worker’s Compensation Commission to be per- manently and totally disabled, and where there was no allegation of malingering, did the trial court err in permitting evidence of Claimant having received Social Security Benefits under the Collateral Source Rule? The second issue raised in the case is whether the trial court erred in admitting into evidence a description of a Functional Residual Capacity Test given that no such test was administered in this case, and, was it further error to permit defense counsel to com- ment concerning the lack of such a test in his argument?

In other words, if the intent of the enactment was to permit development on a single parcel, is it an unconstitutional en- actment in violation of the constitutional prohibition against “Special Laws”?
