REGARDING MATTERS TO COME REQUEST FOR QUOTATION
FOR PARATRANSIT TRANSPORTATION SERVICES

The City of Detroit, Department of Transportation (DDOT) will be requesting quotes to provide Paratransit Trans- portation Services. Requests for quotes (RFQ) will be sent to interested parties within the next ten (10) days via e-mail. Interested parties should forward their e-mail ad- dress to Carla Wilbert,
carwil@detroitmi.gov, as soon as possible.
Contractor Responsibilities
Below are examples of the Contractor’s responsibilities. • Providing curb-to-curb transportation service as assigned by DDOT
• Providing the agreed upon number of vehicles that comply with DDOT specifications to meet trip assignments.
• Maintaining all vehicles in accordance with standards set forth in the Scope of Services.
• Providing a two-way mobile communications system that meets service performance requirements detailed in the Scope of Services
• Providing an adequate number of qualified staff to be trained to handle all trips assigned by DDOT
• Hiring and ensuring training of drivers in accordance with the standards set forth in the Scope of Services
• Providing an adequate number of regularly scheduled staff on all days of service to ensure that assigned trips are performed
• Providing on-street supervision and conducting on-street service monitoring to ensure that service is performed according to standards set forth in the Scope of Services
• Collecting the appropriate fares from riders as specified in the Scope of Services
• Recording actual service information (arrival, pick-up and drop-off times, mileages, cancellations, no-shows, incidents, etc.) and submitting it to DDOT for reconciliation
• Documenting same day service issues and adding same day notes to the daily incident log.
• Preparing and providing billings and service reports as required by DDOT
Certification Requirements
The Contractor shall satisfy DDOT’s certification require- ments before being awarded a contract to operate trans- portation services for DDOT. These certifications, for which forms are currently available to interested bidders, include: (1) completing a Certified Transportation Providers (CTP) Application packet to be used to determine your company’s ability to perform the required services; (2) completing a Project Staff Application Packet to certify staff to perform the Service, and (3) completing a Vehicle Registration Form to certify vehicles proposed for operating the Service. The bidder’s failure to obtain the proper clearances and certifications will cause it to be considered non-awardable for a contract.
a) Certified Transportation Provider (CTP) Packet:
DDOT will guide the Contractor through the CTP certifi- cation process, which includes, but is not limited to, the Contractor obtaining the following:
• City of Detroit Clearances: Prior to contract award, the Contractor shall obtain, submit, and maintain the following City of Detroit-issued clearances: (1) Human Rights, (2) Revenue Collections, and (3) Income Tax.
b) Project Staff Application Packet
The Contractor shall ensure that staff presented for the DDOT Service has completed a Project Staff Applica- tion packet, has been certified and trained by DDOT, and has received DDOT’s approvals to participate in the Service.
c) Vehicle Certification
i. Vehicle Registration Form: The Contractor shall pro- vide a list of vehicles and complete a vehicle registra- tion form for each vehicle it proposes to use for service. DDOT will conduct a certification process that includes verifying the appropriate insurance coverage and per- forming vehicle inspections, and defining maintenance and reporting schedules for each. ii. Certificate of Authority: If applicable, the Contrac- tor shall obtain and submit the appropriate Certificate of Authority needed to transport clients over Michigan roads. Details on these requirements may be found within the (Bus or Limousine) statutes of the State of Michigan: Motor Bus Transportation Act 432 of 1982 and Limousine Transportation Act 271 of 1990, both as amended.
The successful bidders will be required to comply with all applicable federal, state and local laws and regulations.
