TRANSPORTATION PLANNING AND ENGINEERING SERVICES

The City of Detroit, Department of Transportation (DDOT) requests sealed proposals to provide TRANSPORTA- TION PLANNING AND ENGINEERING SERVICES. Sealed proposals must be received by the Detroit Department of Transportation, Purchasing/Contract Ad- ministration Division, 1301 E. Warren Av- enue, Room 201, Detroit, MI 48207 on or before 4:00 p.m. (EST) August 25, 2010. THERE WILL BE NO PUBLIC OPENING OF THE PROPOSALS. A Pre-Proposal Conference is scheduled for 10:00 a.m. (EST) Wednesday, August 4, 2010 in DDOT’s Administration Building, 1301 E. Warren Avenue, Detroit, MI 48207.
Proposals are to be submitted in accor- dance with the DDOT Request for Pro- posals (RFP) dated July 16, 2010, which includes a Disadvantaged Business En- terprise (DBE) goal of 30%. Proposals received after 4:00 p.m. (EST) August 25, 2010 will be returned to the sender unopened. No proposal, once submitted, may be withdrawn for 120 days after the due date.
The successful proposer will be required to comply with all applicable federal, state and local laws and regulations. This in- cludes, but is not limited to, all applicable Equal Employment Opportunity laws and the U.S. Department of Transportation Disadvantaged Business Enterprise regu- lations as outlined in the RFP.
The City of Detroit, Department of Trans- portation reserves the right to postpone, accept or reject any or all proposals, in whole or in part, at its discretion, subject to the rules and regulations set forth by the City of Detorit, the U.S. Department of Transportation and the Federal Transit Administration. Firms or individuals whose name appears on the U.S. Comptroller General’s list of ineligible contractors will not be considered.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Detroit.
REQUEST FOR RELEASE OF FUNDS
On or about August 13, 2010, the City of Detroit will submit a request to the U.S. Department of Housing and Urban Development (HUD), Detroit Field Office, for the release of Federal funds under Title I of the Housing & Community Develop- ment Act of 1974 (PL 93-383) to be used for the following project:
Oakman Place Project
2008 - 2009 HOME Investment Partnership Funds $355,000
SCOPE OF PROJECT
The Oakman Place Project will utilize $355,000 in 2008 – 2009 HOME Invest- ment Partnership Funds from the U.S. Department of Housing and Urban De- velopment for the construction of a 24-unit apartment complex located at 811 - 885 Oakman Boulevard, Detroit, MI 48238. The Home Investment Partner- ship Funds will be used for hard construction costs, soft costs and legal and lender fees. These units are designated for low- to moderate-income persons and families upon completion of this new cosntruction project. The total project costs are $5,061,127.
FINDINGS OF NO SIGNIFICANT IMPACT
The City of Detroit has determined that the project will have no significant impact on the human environment. Therefore, the preparation of an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. In accordance with CFR 24 Section 58.36, an Environmental Assessment was completed and is part of the Environmental Review Record that documents the environmental review of the project. The Environmental Review Record is on file at the Planning & Development Department, 65 Cadillac Square, Suite 1200, Detroit, Michigan 48226. The records are available for pub- lic examination and copying, upon request, weekday’s 8:30 a.m. to 4:30 p.m.
PUBLIC COMMENTS
All interested agencies, groups and persons disagreeing with the environmental review findings are invited to submit written comments for consideration. Such written comments should be received at the City’s address listed above on or before August 12, 2010. The City of Detroit will consider all such comments so received, and the City of Detroit will not request the release of Federal funds or take any administrative action on the project prior to the above date.
RELEASE OF FUNDS
The City of Detroit will undertake the project described above with Federal Funds from the U.S. Department of Housing and Urban Development (HUD), under Title I of the Housing Community Development Act of 1974 (PL 93-383). The City of Detroit is certifying to the HUD Detroit Field Office that the City of Detroit and Mayor Dave Bing, or other official approved by HUD, in his official capacity as Mayor, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that, upon its approval, the City of Detroit may use the HOME Investment Partnership Funds, and HUD will have satisfied its responsibilities under NEPA and related laws and authorities.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept an objection to its approval of release of funds and acceptance of the certification only if it is one of the following bases: (a) That the certifica- tion was not in fact executed by the chief executive officer or other officer of the applicant approved by HUD; (b) that the applicant’s environmental review record for the project indicates omission of a required decision, finding, or step appli- cable to the project in the environment6al review process; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58, Sec, 58.76), and may be addressed to HUD at: U.S. Department of Housing and Urban Development Department, Detroit Area Office, 17th Floor, Patrick V. McNamara Federal Building, 477 Michigan Avenue, Detroit, Michigan 48226. Potential objectors should contact Rasheedah Dix, HUD Detroit Field Office (226-7900, ext. 8901 or via fax 313-226-6689) to verify the actual last day of the objection period.
HUD will not consider objections to the release of funds on a basis other than those stated. Nor will HUD consider objections received after August 31, 2010.
