REALLY MATTERS When a Parent Dies….

child suffers one of the most painful experiences of their life. The emotional loss is significant, however lurking be- low the surface are legal and financial issues that can have a long term im- pact on the child’s growth and devel- opment.
The highly publicized deaths of Mi-
chael Jackson and Anna Nicole Smith dramatize what can happen to children when they become pawns in an adult tug of war. The issue is real, since ap- proximately one in twenty children will experience the loss of a parent before they reach the age of eighteen, ac- cording to a U.S. Bureau of Census re- port. Closer to home, how would your dependent children be cared for in the event of your premature death?

Then work together to develop a family estate plan that fits their family situation and that they can afford.”
The Basics Parents should
start with a basic estate plan which includes a Will, a durable power of attorney and a health care direc- tive. These docu- ments will help minimize confu- sion and conflicts during a time of family
stress.
They should also make sure that the named benefi- ciaries on pension plans, insurance policies, IRA’s and similar contracts are current. Minor children should not be named as direct beneficiaries on these contracts.
A Will directs
what will happen to an individual’s assets when they die. An executor is appointed to make sure that the Will is processed cor- rectly and that its terms are carried out. In addition, for minor children, a guardian should be named to care for them until they become adults.

The death of a
parent is a tragedy for a dependent child. However, the legal and finan- cial burdens can be lessened by proper planning. Take time today to arrange a meeting with your attorney and insurance agent to get the process started.

The Detroit Water and Sewerage Department (DWSD) is seek- ing a qualified firm to provide design-build services under a ne- gotiated, fixed-price contract. The scope of work of Contract PC- 773A includes, without limitation, working under the direction of DWSD to design, furnish, configure, program, install, start-up, test, troubleshoot, repair and document upgrades to DWSD’s Process Control Systems located at DWSD’s Systems Control Center and at nine Treated Water Transmission System Pump Stations. The upgrades include, without limitation, control system software up- grades and replacement of controllers, servers, operator stations and engineering stations, upgrading networks from FDDI to Fast Ethernet, as well as other Work as specified within the Contract Documents. DWSD’s Process Control Systems utilize Ovation so- lutions provided by Emerson Process Management. Control sys- tem software and controllers provided by the PC-773A Contractor shall be Emerson Ovation only.
In addition, at the sole option of DWSD, the Contracting Officer may issue task orders to authorize the PC-773A Contractor to pro- vide labor for a variety of other control system services, and/or to procure and provide equipment, parts, test equipment and tools as necessary for critical repair or as otherwise required by DWSD.
In addition to the requirements stated in this Request for Propos- als (RFP), each element of the following minimum qualifications is required to be met by at least one member of the Proposer’s team: (a) a minimum of five years experience including a total of no less than three (3) contracts that include design and implementation of a controls system at an operating water or wastewater facility; (b) knowledge of local conditions and DWSD requirements and proce- dures; and (c) knowledge of standards and specifications required by this RFP. The lead firm is required to demonstrate available performance and payment bonding capacity in the amount of the proposal price.
Beginning August 2, 2010 an RFP package may be ob- tained from the DWSD Contracts Section on the 15th floor in Room 1504, Water Board Building, 735 Randolph Street, Detroit, Michigan 48226 on business days between the hours of 8:30 a.m. and 4:00 p.m. A non-refundable $75 fee in the form of a certified or cashier’s check made payable to the “Detroit Board of Water Commissioners” is required to secure the RFP package.
